I need your help again, seller failed to send me Tracking and Insurance Numbers despite my many requests. I purchased from this seller because on his emails and listings the TOS states that they ship within 24 hrs or 48 hrs after receiving payment and email Tracking Number. I am afraid that the whole thing is a scam.

Since he failed to send me Tracking and Insurance numbers on this $570.00 transaction, Bid was $570.00, Postage, Tracking Number and Insurance was $18.00, for a grand total of $588.00. I have requested a refund using PayPal, seller promised to send Tracking Number "shortly," but it never materialize. Won't respond to telephone messages.

The day after accepting payment, seller send me a second email asking me to pay $590.00, this time using PayPal. That was suspicious, also the eBay Account seems to be on sellers name and the PayPal account appears to be on his wife's name.

After further examination of this seller and other buyers of this seller, it seems that seller does not ship the merchandise. Over the last month seller has sold $20,000 to $30,000 of merchandise, most of this were high price items, Seller request payment via PayPal, BidPay or MO. Strangely enough, there is no feedback from most of the sellers that made purchases during the first week of June 2002.

I will notify my credit card company, once I hear from you.

how did you pay him the first time??
you said he sent another email asking for payment via paypal??
is your first payment thru paypal??

The original payment was via PayPal I used a credit card to make payment, since it provides an extra layer of protection.

The following day, after accepting the PayPal payment, seller again requested payment this time for $590.00 (Two Dollars more than the original payment of $588.00).

I only paid once, shortly after the auction and send seller PayPal transaction details and requested Tracking Number.

Thank you everyone for the help.

I have finally received the Tracking Number and verified shipment. Why could not this being done originally as requested? Here are the details of FedEx tracking:

As a long time user of eBay and PayPal, I would advise seller to be more responsive to buyers requests.

Make sure your file a complaint through the paypal system before you file the chargeback. If you do not place the complaint and just the chargeback, PayPal will restrict your account until you release paypal from any liability.

shipping from COLUMBIA??country or city in usa??
sellers do not ship every day,some sellers ship once a week or twice a week and if you use ups or fed exp pickup ,it could be once a week,depending on volume.
he could be avoiding you until he has shipped your item and can give you a tracking number,
if he uses drop shipping,he is relying his supplier to ship the item to you ,so if the supplier cannot ship immediately,there is not much he can do.
also you may get duplicate invoices from paypal and from seller for the same item.

Thank you everyone, the problem was satisfactorily resolved. I never did a charge back from my credit card, I only filed a Dispute Claim with PayPal. The Seller email me Tracking Number from FedEx and I verified that purchase will be delivered to Columbia, MO on 06/26/02.

Since I received the Tracking Number, I have canceled the dispute, seller is happy and so I am. Thanks again all for your guidance and help.
