The hope here would be that this hopefully means that Paypal will listen to UPS like when I offered Paypal a USPS mail fraud investigation complaint which said A Paypal user reversed a Paypal Funds payment after they received the item mailed to them and then Paypal still processes the reversal so the buyer could get the item and their money back.

Maybe Paypal will listen when UPS tells them someone is committing mail fraud. Better yet maybe Paypal will do something to stop it or penalize the account holder who is doing the fraud.

Or maybe just another way Paypal can re-write the terms of use again or raise transaction cost.

Or Maybe a way to keep buyers from sending payments with no addresses. That way a buyer can't remove their "confirmed address" from their payment so they can comit mail fraud by Paypal returning funds after the buyer gets the item because the seller can't "prove" the address shipped to and the confirmed address are the same.



I would hope Paypal made some effort to stop that. One would hope Paypal would not allow someone else to comit mail fraud by removing the account address off a payment and then requesting a reversal from Paypal after they get the item.

Reading the press release states that the seller will be billed directly for the amount of the shipping and that the buyer will not be overcharged for shipping.

Question: What about handling, must of do charge shipping and Handling. Boxes, packing material and my time go into that mess.

this is for seller if he uses ups for shipping.
the buyer gets an invoice from seller with shipping and handling fee ,he does not see what ups is charging the seller.

I thought that PP calculated the UPS Shipping $ from the buyer's address and sent the itemized total (showing item $ + ship $) in an invoice to the buyer. No? We would have to include handling/packaging costs in the minimum bid amount?
