Users in these countries can currently add a bank account. A list of countries that accepts withdrawals can be found on the web site (under the international section).

Hi Damon, checked and I can't find where to add a bank account from these countries, only see Canada and the USA as bank options.
Do you have a link to this international section you're referring to?

I like the comment in that section
"You may, however, always spend the money in your PayPal account with another PayPal member."
in otherwards more FEES to get your money. I never really understood why they charge soo much to send between accounts!
Imagine if your own bank charged you everytime to move funds between say your checking and saving.

I believe that option is suggested to those that aren't covered under the previous sentence you omitted.
You cannot withdraw funds from the PayPal system unless (1) live in one of these countries or (2) have a U.S. bank account. You may, however, always spend the money in your PayPal account with another PayPal member.
If you stop to think about it that method makes a lot of sense for those without banks they can withdraw to. It actually can be more cost effective than withdrawing to a bank, there are no deposit fees ($0.55 for Canadian banks, $7.00 for Japanese banks, $1.50 for all other international banks), plus there is no exchange rate loses. An international seller could use those funds to make purchases which would completely eliminating those expenses and add none.
So when you say "in otherwards more FEES to get your money," I think in your haste to bash PayPal you overlooked what is actually a cost saving option for international sellers.
If I was an international seller I know I'd be exercising that option as much as possible.

i agree however if you are to get the money back to your "home" country there is going to be fees involved anyway .
I still never understood why the cost of sending money between 2 accounts is soo mucn by that i mean from one paypal balance to another.
