Well, i give up,
Not only did i loose $300 thanks to our pals at paypal,
Now 3 months later they have the cheek to CHARGE ME a further $10 as my account isnt validated! i had 15 successful transactions, credit card/bank account, etc

WTF????

I'm going to search on ebay again for people using paypal, and email every damn one that i can, I suggest you all search on ebay too for paypal, and point them to sites like
www.paypalwarning.com

I believe the 10.00 that you are referencing the is the chargeback settlement fee.

I lost $300 dollars because your system is NOT SECURE, simple as that, no other explanation.

So, why do you charge me $10 for a transaction with a stolen credit card which you should have not authorised in the first place!

was the credit card stolen at the time purchase was made ?? or is it just stolen cc data??

sorry to say this but on this occasion you were stupid why would you ship a CELL PHONE to Russia and payment was sent via Paypal.

By what I just said anyone who is selling should know that
1. paypal is a heaven for stolen credit cards.
2. russia is one of these countries that people love to rip you off from same as romania, indonesia etc etc.

sorry you got ripped off perhaps in future you will know forget about paypal and the eastern bloc of countries.

How about this for another explanation. You accepted a PayPal payment and then shipped an item off to Russia!

PayPal is charged a $10 fee for those chargebacks and they applied that $10 fee to you because you were liable.

If you want to accept credit card payments and ship items off to Russia, Indonesia, or Romania then by all means stop using PayPal.

When you warn people of how PayPal ripped you off I suggest you don't give them the the details of your actions.

shipping order overseas there is no paypal protection.
there is no protection period with any of the online services or your own merchant account when you ship overseas,we all take a chance when we do that.
some ebay sellers accepted billpoint payments and shipped to eastern bloc countries,the chargebacks they are eating are in range of a few thousand to 12,500 dollars and some have proof they were received and signed for.
if you have your own merchant account,
you can call the cardholder and ask if he wants it shipped overseas,but going thru any of these online payment services,we dont know who the real cardholder is??
so back to these online services,is it their job to call as they have that information-they should call the bank which issed this card and ask the bank to contact the cardmember and said did he authorise this charge and want the item to go to russia,or romania,or nigeria??

we were all newbies once upon a time,i was defrauded by indonesians who claim to be in singapore.
they asked me to expedite shipping and boy,did i rush to the post office and paid intl express shipping to PLEASE THEM??
now i just trash all orders coming from indonesians who claim they are in singapore.
the chargeback fee per transaction is 15 dollars,and now my merchant bank processor takes 13 days to deposit my sales proceeds,i am considered a poor risk,no thanks to those indonesian crooks!!

Yes, we all make mistakes. The difference in your case is you haven't blamed your merchant account for your problem. Ebaybleugh on the other hand has put up warning auctions (and advised others to do the same) and posted several times how PayPal scammed him.

PayPal didn't scam Ebaybleugh, they just didn't hold his hand and make him read and understand basic information. For all I know Ebaybleugh will use another service and ship cell phones to Russia or Indonesia. I don't think he has ever understood his mistake.

I agree, this definately wasn't PayPal's fault. They specifically state that international transactions are not protected.

the problem is we are seeing more and more intl buyers,like the canadians may find items cheaper to buy on ebay than paying their GST 7% tax.
what should we sellers do?ask them to send us US DOLLARS??

where were these statements back when i opened the account?

I admit I'm stupid, et, etc, etc,
BUT

i've been in contact with a lot of stupid people like myself who via Paypals advertizing Bumph have been led to believe its just like a bank!,

Basically, most of the guys out there who arent as intelligent as you wonderfully insightfull people who post here,
they believe paypal is like a bank,
when your money goes in, the bank cant take it back out, if the bank screws up the transaction, they absorb the costs associated.

Paypal's marketing sould be clarified,
only recently have they put a link on the home page to the "small print", so those whom are of a lower intelligence understand that the bold statement of insurance of $100,000 for every account and international payment scheme are not what it says on the tin.

I've lost $300, simple as that
I'm stupid, another acknowledged fact.

I used paypal

those simple 4 facts, I have emailed to well over 1000 people now, some agree and say i'm stupid,
Most look into more detail, and read the small print at paypal again
Most have taken action, only after reading the small print, which, thanks to them not being as intelligent as yourselves didnt read.

when the day comes when i can type in PAYPAL FRAUDULENT into google and not see the number of hits increase by 100 a day, if teh number of pages starts levelling off, or decreasing, then i may reconsider paypal

but untill then, I feel i've been wronged, so i'm telling people about it. If you've been wronged, search for paypal on ebay, then ask seller a question, just tell them to search on google, see the reply you get

1. Online card fraud rates have been reported at around 1.13%. PayPal's rate is about half of that (from published reports).

2. Yes, users do need to use discretion when accepting any credit card payment. Stolen credit cards are a potential risk when accepting them. Following the Seller Protection Program eliminates the chargeback liability for claims of non-delivery/credit card fraud when it is followed to a "t" (note:Seller Protection DOES NOT cover merchandise quality chargebacks and it applies to US transactions only).

Basically, users need to be aware of what countries we do service, as well as what countries we do not service.

theres another well known scam called massaging the figures,

thats damon's statement, which means nothing. published reports say anything you want, open source software's more expensive than microsoft, UK illegal immigrants are at an all time low, UK unemployment is at its lowest.....etc..etc

who published the reports and what is the true credit caard rate,
what figures were used to determine the rate?, the TOTAL ratio of fraaudulant to non fraudulant payments, or the value of fraudulant payments relative to total value of payments. two totally differing figures!.
OR even worse, do you 'ignore' fraudulant claims below a certain value.

my own published report would indicate that the level of paypal fraud lies at 7% for ratio of transactions, or at about 40% for value of transactions.

dean,if i were you,i will spent my time learning more about retailing and how chargeback works.
anytime you accept charge card payment,whether it is thru your own merchant account or thru a third party payment service such as painpal or billpoint,there will be chargebacks.chargeback fee varies from 15-25 for merchant account,billpoint is 15,and paypal is 10/

I know chargebacks happen, its one of those things

if you had read the previous postings

paypal chargebacked me because they say
A) my account was unverified (untrue, verified with a rating of 14)
B) i never provided tracking information (untrue, was emailed 3 times)


my account had bank account credit card address validation, everything

paypal are liars!

is that one of their canned emails??
in your case,it is intl transaction which is not covered.visa has a site which gives you more informaton on chargebacks and intl transactions and credit cards issued by foreign banks.
canadian and japanese buyers can buy us dollar money order at their post office,unfortunately not all countries have that service.
