I've been a PayPal customer since the beginning (10/30/99). I've never had a problem until 3 weeks ago when I got a form email stating my account had been restricted (no specific given) and I'd have to Fax copies of some sensitive information to PayPal in order to have the restriction lifted.

The bottom line for me is that from now on I'm going to keep a ZERO balance and only use my VISA with any purchases.

When is PayPal going to realize that funds held in an acount BELONG TO THE CUSTOMER!

Welcome to the club! Not only do they ask for the world to lift the restriction... judging from here, they take forever to lift it after receiving the information.

Good policy. One everyone using PayPal (or any payment service, for that matter...) should adopt.

Be careful, though. If you have a checking account registered, PayPal will default it as the source of payments.


I use my Visa for any purchase I don't consider an acceptable risk. (Basically, anything over $25 or so... something I can loose, and not really be hurt by it.)

Well, when I went to send payment to my fraudulent seller, I chose my Visa, filled out all the auction info, and picked an address. Aparently, this address was currently "unverified", so I took the 30 seconds to go in, drop it onto my CC for "verification", and went back to the payment screen.

ALL the typed-in data was still there, but aparently my payment option switched BACK to my checking account. Clicked send, glanced up to make sure the amount was correct, and verified. Then I noticed it was being drawn from my bank.

Cursed my mistake for about 15 minutes. Of course, this is the purchase that I got taken on. Been cursing ever since.

Got -some- of my money back through Yahoo's Auction Fraud policy. PayPal just dicked me around for two months. "The seller has been found at fault. Too bad for you. Thanks for the money."

The offer still stands, Damon. I'm not too proud to take bribes. $225- the remainder of what was unrecovered- and I go away.

Hi TMMamoru,

Sorry, but our User Agreement does advise that we can't guarantee recovery from a seller you have had an issue with. This is why it is vitally important that you utilize discretion when sending payment for an auction through any medium.

The defaulting to your checking account was my problem too. I made a purchase and had a problem with non-delivery. I filed a complaint. In the process of talking to my bank, I found out that Paypal took the amount from my bank account and not my credit card. I told my bank what happened. They informed me that if I didn't CLEARLY authorize the charge from my bank account, that I could file an ACH form for an unauthorized debit. I did and got the money back immediately. Paypal then transferred the amount to my credit card and put my account on restriction. Even after recovering the money and crediting my account, they still refuse to un-restrict my account until I give all sorts of information. The real problem is them defaulting to the bank account. I've complained to Damon and all he does it quote policy. Their own customer support people tell me that they get complaints all the time. Since they don't listen... stop the payment via ACH. (Assuming you didn't knowingly authorize the transaction and it's no later than 60 days.) They will put your account on restriction, but you'll have you money back. (At a minimum it will go to your credit card which gives you real buyer protection.) Who knows... maybe it will start to teach Paypal a lesson and listen to their customers!
