WELL, BEWARE THAT PAY PAL CHARGES YOU A DOLLAR EACH TIME YOU USE YOUR CARD TO WITHDRAW YOUR MONEY FROM AN ATM.WHEN I CONTACKED THEM I WAS TOLD THAT MY CREDIT UNION WAS CHARGING THE 1.00 FEE AND IT WAS BEYOND THEIR CONTROLL, WELL MY BANK DOES NOT CHARGE FOR THE USE OF THEIR MACHINES AND WHEN I FRONTED THEM WITH THAT BIT OF NEWS VIA EMAIL , GUESS WHAT, I HAVE AS OF THIS POSTING HAVE NOT RECEIVED A REPLY BECAUSE I DON'T BELEIVE THEY KNOW HOW TO AWS. MY QUESTION "WHO THE HELL IS GETTING MY MONEY IF YOU SAY YOU'RE NOT AND I KNOW MY BANK IS NOT". CAN'T WAIT TO RECEIVE THEIR REPLY IF THERE IS ONE.

Generally, the only free atms are the atms of your own bank with the atm card. Since PayPal isn't a bank, every bank is an outside atm, therefore you will get charged fees. Just as if you used a bank atm card at another bank, the bank who owns the atm will usually charge you a fee (which will be added to the amount taken out of the account). In addition, your own bank (in this case PayPal) might charge a fee, which usually appears on your statement as a service charge. With PayPal, it says in their terms that they charge a 1.00 fee for atm transactions. If your credit union doesn't charge for use of their atms, then the only fee you have to pay is this 1.00 fee from PayPal. If you want to a bank that charged for use of their atms, in addition to the 1.00 PayPal fee you would be charged a fee from the bank you went to.

No scam. The terms of use state,
Using your card at an ATM. PayPal charges a $1.00 ATM fee when you make a cash withdrawal. In addition, ATM transactions may be subject to a surcharge assessed by the terminal owner. PayPal has no control over these surcharge fees.
