Has PayPal considered offering merchants anything similar to ProPay's credit card acceptance program?

What would you propose as a suggestion? I am more than willing to bring along customer suggestions, but I would need a little more detail about the request (what is the program,etc.)

ProPay allows me to process credit cards manually thru their website. I have it integrated into my website and utilize it for eBay sales also. This is a good alternative to a merchant account. They do have monthly limits that you can charge and their fees are higher than PayPal or Billpoint.

That would be REALLY nice if we could do that for our customers. Also did I read correctly? Can I now tell my customers that I can accept AMEX and Discover?

Yes, you can now tell users that they can use AMEX/DISCOVER.
