Hi all.
I just had to upgrade my paypal (yup, all of a sudden that $100 per month credit card maximum went away).
My question is: Does paypal take the 3% out of every single incoming payment, or only on those payments that come in via a credit card?
My brother was going to send me $200 for his share of a Christmas present that I bought. I told him to send me a check rather than use paypal because I wasn't sure of the 3% thing.
I wish c2it would hurry up and become more prevalent! (I also wish it was easier to GET your money out of c2it. I think that's how they must make their money ... by hanging on to it for so long!)

Hi dealerjim,
Account restrictions are rare. The reasons for an account restriction can be found in the terms of use. They can also be cleared quickly with the requested information being submitted, which requires the cooperation of the user.

Whatever you say Damon. I guess all those people who sent in exactly what you asked for and still had their accounts frozen were just a system glitch, huh? Why do you even bother to post? Your responses are nowhere near answering or helping anyone.

Faster answers from PayPal would be great. I'd be happy if I'd get answers within a week. Almost all of my mails to PayPal haven't even been answered after a month. And I guess many won't be answered at all.
If you are looking for answers on some of your questions regarding PayPal, but not by PayPal, try the new website I have now set up to establish public communication with and about PayPal. The URL is: www.AboutPayPal.org

Hi TMMamoru,
Our protections, as well as the limits on them, are clearly defined in our terms of use. In addition, our SECURITY CENTER gives many tips on how to avoid a possible problem with a seller.
Fraud Prevention Tips For Buyers
While the vast majority of online transactions are completed without complication, fraud and dishonest sellers are a fact of Internet life. PayPal provides the guidelines below to help you decrease your risk of transacting with a fraudulent seller.
Check the Seller's Reputation
Use Extra Caution with High Value and Popular Items
Do Not Buy "Out of Auction" from a Different Seller
Be Wary of Items with Delayed Shipment
Confirm Authenticity
Ask Before You Buy
Check the Seller's Reputation
Most auction sites have forums where buyers can leave feedback on sellers' business practices, speed of shipment and general experiences. Use extra care in taking orders from new sellers.
Look for sellers with long histories of successful transactions who have a number of positive comments from other buyers.
See if the buyer is a Verified member of PayPal and has been a PayPal member for at least a couple of months. To check the status of a seller's PayPal membership, go to the "Send Money" tab and make a payment to the seller. On the "Check the details of your payment" page, the sellers reputation link (e.g. Verified Premier Member) will be displayed next to his email address. Clicking the link will give you further information about the status of his membership.
Use Extra Caution with High Value and Popular Items
Certain types of items (e.g. computers, jewelry, electronics, etc.) carry a higher fraud risk and require additional checking before completing the sale. These products include popular items that tend to be sold out in stores.
Be suspicious of deals that seem too good to be true. They usually are.
Be suspicious of sellers offering a very low price for a hard to find item and seem to have a large number of these same products.
If a seller is offering a number of the same items, ask to speak with the seller's supplier. Independently verify that the supplier is a legitimate business with the correct address and phone number through a telephone directory or by calling 411.
If you receive an unsolicited email from someone selling the same product that you recently bid on, be careful about buying the product. While the seller may be offering a lower price, fraudsters often use this tactic to get around the official controls and consumer protections auction sites provide members.
Be Wary of Items with Delayed Shipment
Exercise caution when purchasing items with a significantly delayed delivery time.
Confirm Authenticity
When buying collectables, such as sports memorabilia, please take steps to confirm that the item is authentic before purchasing.
Ask Before You Buy
If you have questions regarding an item, we encourage you to contact the seller before bidding. Sellers prefer that you ask questions before you buy, and good communication will make the transaction smoother for all involved. We are always available to assist you with suspicious transactions. If you have concerns about a transaction, Contact Us before you complete the sale.

Well, he's probably reading the many posts here about how PayPal operates and how people can't get any help from PayPal and just doesn't want to become a statistic. I think its a smart move. I wish I could've seen all these problems before I became a member. I would definately have more money in my pocket if I had. I can no longer trust PayPal.

Dear Joe Richey,
PayPal is constantly working to increase security for
all of our users. To ensure the integrity of our payment
network, we conduct frequent checks on our system.
Your account has been placed on a restricted status, pending
further review. Restricted accounts are limited in their
ability to send or withdraw funds.
If you have questions concerning this restriction, please

Thank you for your prompt attention to this matter.

Subject: Fw: Notification of PayPal Account Restriction
Damon this is Joe Richey at [email protected] and I am writing
because once again paypal has restricted my account even with a rolling
reserve in place. Please call me at **** ASAP as I wish to
resolve our issues right away or I am ready to close my account for good as
I do have my normal merchant account which has not given me any problems to
date. Be advised I have orders from this week that were ready to be shipped
in full, I am now restricting these orders to nonship status until the
monies are relaesed. If I dont hear a resolution to this matter consider my
company gone for good. Joe Richey
*DAMONS RESPONSE*
I can't do anything about the restriction but I have forwarded it to our
Merchant Review team.
Thank you for your patience.
Regards,
Damon
*JOES RESPONSE*
You may forward to your review team that I am now taking all paypal info off
my site and I will not return and I am going to notify my customers to begin
the chargeback process and resubmit their order through my normal merchant
system. This service is unacceptable.
Joe W. Richey
*DAMONS RESPONSE*
Hi Joe,
Advising your users to file chargebacks could make you liable for more
chargebacks. I would not recommend doing so.
Regards,
Damon
*JOES RESPONSE*
We shall see. I am done with paypal and I am telling my customers the same.
I am done discussing this. You will be hearing more as my customers get
these notices. Joe W. Richey
DAMONS RESPONSE*
Hi Joe,
I have always been available when you have had an issue. I have also made
sure that your issues were directed to the correct party quickly. I am going
to ask that you not advise your users to file chargebacks, as it will do no
good to either party.
Regards,
Damon
JOES RESPONSE
Well Damon I agree your great but damn it gets old having to do this every
month!!!! I agreed to a reserve and have always paid my bills with you guys
but some pen pusher or computer system is keying on my account and to be
honest I am tired of it. You see we run a large amount of ecommerce and we
are growing daily. I have had my share of complaints, which your company
has too so I dont want to hear any risk issues behind these restrictions.
Plain and simple if Paypal wants to keep me in as a merchant release the
restriction so we can function as a business. I have covered all of my
expenses and paid all chargebacks so I dont understand the concerns. I even
agreed to the reserve. Then this? I expect the restriction lifted tonight
or I will close this account tonight.
Joe W. Richey CEO
THIS THE END OF MY STORY! I WILL UPDATE IF ANYTHING DEVELOPS!
