Is the large multi-page form (2976-A) really required for any mail (except letters) to APO and FPO addresses? It seems ridiculous on a 3 oz first class package.

In most cases, yes. I always have it filled out just in case, and let the clerk determine if it's needed thereafter.

they require it now on all the APO except the 1st class. Good luck and if you do not want it back write deliver to any service member. Some of these kids could really use a break. It is not a bed of roses serving in the sand box right now for some of our soldiers.

Are you sure that they don't require it for first class? I was told it was any class.
I doubt that the stuff would be appreciated by more service members. I mostly ship stuff for my sister-in-law's business and she sells baby stuff.
