For the third time in a week, I just responded to a PayPal non-receipt claim. No big deal, of course, except that Delivery Confirmation said in all three cases the item was delivered BEFORE the claim was filed.
Yes, addresses have been verified.
Obviously these folks are shooting in the dark, hoping for an undeserved refund. There's a name for it when you try to get something that you don't have coming to you. It's fraud.
I'm at a loss to figure out how to get PayPal to crack down on this, though.

Did you file NPB?
When someone tries to pull a fast one on me that is the first thing I do.
Then when they email you asking why you filed and that I paid etc etc I always tell them that if you are going to file a paypal chargeback then it was no longer paid for and we have every right to file a claim against you for our Ebay fees as the auction is no longer paid for.
You'd be surprised how quick some of the claims will be "resolved" by the customer or whatever the message says on paypal.

Wouldn't that only be valid if their claim was successful and they received a refund? I'm a bit uneasy about this approach.
Ideally I'd like to keep them from ever filing a claim in the first place.

The paypal claim is a faster process then the NPB. They file it then either they back out or paypal takes a side and either defends or screws you. All within a week.
With the NPB it is a 2 part process. You start to file it then later you would finalized it within 7 or 10 daysor you could back out if it resolved.
Its like all those forgetful bidders who need the NPB as a reminder to pay then do so immediately. You simply end the NPB process.
If they back out of the paypal claim then you can simply cancel the NPB.

Filing a NPB is kinda like shooting yourself in the foot the way I see it. They file PP claim saying they didn't get item there is proof they paid there, and you file NPB claim you good as admit you didn't ship cause of no payment is how I see that little path taking. Ebay sees you fileing non legitimate claims and suspend you. Of course I don't know they would do that but if I did any such thing then feebay would make a pretty little example of me and I come off looking like a jerk to the buyer, ebay and paypal. Just a humble opinion.
Send in the DC numbers plus the delivery status shows up they lose the chargeback hopefully IF not then it is time for Paypal to be royally sued...and not used..,

If you go through the options when you file the NPB there are a few reasons to chose. Basic no payment at all, mutual agreement and bad payment among others.
Abusing a payment system like paypal with a fraudulent claim/chargeback is no different than sending a check you know will bounce.

I take a totally different approach with crooked USAians. I ask them to contact their local US Post Office to start a search for the "missing" item. If they don't want to play along then I file with the US Postal Inspectors for attempted mail fraud. Usually they "find" the item real quick once they realize things are getting serious

fluffy this has been out of hand for a long time. I had all kinds of problems until I began using a dc on every package now I dont have this issue arise nearly as often although there are still those newbies who will try.
Obviously the people who try this tactic steal other items as well and are basically theives. When they were young and swiped something their mother missed giving them a good rap in the head and they didnt learn anything.
Im particularly fond of the USPS mail fraud tactic. Thats a good one.

Sorry youre having trouble with these idiots but I dont see ebay doing anything about it in the near or distant future.
