Three times today I tried to use my Debit card and it was declined. It panicked me this last time ~ I couldn't figure out why.

I just checked and I DO Have a balance but the declines (the last 2) dont' show up on the log.

Anyone else?

I was able to use mine at noon today but I just tried signing in and got "We are unable to complete your request at this time. Please click Retry or try again later. We apologize for the inconvenience.

Message 3004"
So they are down in South Carolina

My PayPal debit card has gone bonkers, too!
(I'm in Maine). I used it at the post office to mail packages, and to get $50 cash back....no problem. I used it to buy some groceries at the supermarket, no problem. Both of these purchases show up on my transaction list when I log on to PayPal. I also bought an ink cartridge at Staples, but when I got home I noticed that the money had not been subtracted from my PayPal account...there's no record of the transaction on PayPal at all. I also stopped at a WalMart Super Center and bought some vitamins with my PayPal card, no problem
making the purchase, but there's no record of the transaction on PayPal and, once again, the money was not subtracted from my PayPal account.
A few minutes later, I tried to use my PayPal card to buy some stationery products
at the same WalMart Super Center but the card was declined,
even though there's plenty of money in there. What gives?

If PayPal were a bank then you could phone them and get it sorted out pretty promptly. In many countries (here included) we have a Banking Ombudsman that deals with banking problems and has the capacity to fine banks and financial institutions in the worst cases. They also provide full disclosure of security breaches so customers are fully informed as to the safest place for their savings and investments.

I myself have not been having any problems. As to your statement "agitprop" actually they do have a phone number. I can't rember where I got it but I had written it on the back of my Paypal debit card in sharpie. This is the toll free number for paypal debit card services, they are avialable 24/7/365. I called them once with a problem and they had it fixed in under 1 minute. 1-800-377-1809. If you ever have any problems give them a call, they also have the phone numbers for all other paypal services and troubleshooting avialable, just ask. Hope this helps.
