Hi,
Occasionally when I block a bidder during an auction,(if I can catch it in time) either for terrible feedback or too many non-payments they write and ask me why, to which I always respond in a polite manner.
How do you guys handle it?

In the sensible way you do.
No reason to be nasty but there's also no real reason to reply if you don't feel like it.

I see no problem responding to them and letting them know why you blocked them. Maybe they will take the hint and become more responsible about their buying. If not, that's their choice and you shouldn't have to deal with them.
Edited to add... I have nonpaying bidders and poor feedback bidders automatically block in my ebay preferences. Haven't heard one complain yet <g>

Yes, I have them blocked, as well.
However the Ebay blocking is limited to:
Have a feedback score of -1 or lower.
Have received 2 Unpaid Item strikes in the last 30 days.
There are so many out there that fall into neither of those two categories. I wish there was a broader scope to block.

Problem with this thinking is you are over-reacting. If you block all of the people that you think "might" be a bad bidder, is going to one day come back to bite you in the butt. Eventually what will happen is all of the good newbie bidders will find that they are blocked from bidding on too many items and simply go away. Without this stream of new people buying items, the well will dry up and we all lose.
Blocking true deadbeats is one thing, blocking because you think that they are bad is another. I have had so many successful sales that I thought were in the tank. Because I didn't over-react, I got the sale. If I had cancelled and blocked, it is likely that I wouldn't have had a sale at all.
Deadbeats are part of the business. But in the overall scheme of things, they are an extremely small percentage. Just deal with them and move on.
