I had a buyer purchase an item from me. I state that in my auction description I will only ship to verified or billing address. They pay with PayPal, but have no confirmed address. They have a ebay feedback of 1 but 69 unique Verified sellers paid.
Not sure if I should deny payment or not.

Take the payment. Ship the item.

im not sure i understand the part about feedback of 1 but 69 etc....i know that if it's a new buyer it may take awhile for PP to confirm the address..

So s/he uses PayPal a lot for buying/paying for items/services other than the eBay id that you are dealing with. I use my PayPal for 4 eBay id's worth of buying and selling, plus transfering money to and from others not connected with eBay.
One does not have to buy or sell on eBay to use PayPal.

I get a lot of Paypal payments with unconfirmed addresses. I simply accept them and have never had any problems yet but most of my auction goods are fairly low priced. The best part of Billpoint was that every address was verified.

must have changed the eBay id then...hmmm..you'd think that if he/she has been in 69 PP transactions someone would have required a confirmed address before this! I don't know...if it's a low ticket item maybe take the money and ship the item..i sell mostly low ticket items and ship with or without confirmed PP addresses and haven't burned yet ~ in fact one of my best buyers has me ship to an unconfirmed address

Probably will just accept it.
I thought they were new to the whole thing, but then I saw their PayPal numbers.
It's also a military address I think, does that make any difference on the options you can use from the Post Office?

If you can't accept shipments at a street address (AKA your house) you cannot have a confirmed Paypal shipping address.
I have had a Paypal account since 200l, with hundreds of transactions. I can't get shipments at my house unless they are small enough to fit through a letter slot. There's no safe place for packages. So I have a PO box. Paypal will not, under any circumstances, confirm a PO Box address.
You're OK, as far as I'm concerned, because you give warning up-front that you will only accept customers who can get packages at their homes. I just won't bid. What really steams me is when sellers try to institute that rule after the auction.
By the way, since when can you not purchase DC to an APO/FPO address? It's been awhile since I've shipped anything to a base, but I have never had any trouble.

I'd say out 500 sales over half are not confirmed addresses(I must get the people that only confirmed address accepted come to lol)and have never had a problem .(knock on wood) a couple of those sells have been over 200.00 but as always it's up to you as a seller.If it's a high priced item you may want to ask them to use bidpay.

Same here, at least half are shipped to unconfirmed addresses. Most want item shipped to work address since they won't be home for delivery.
No problem so far

I've had a paypal account for over a year. I ONLY use it for buying. They have my credit card information along with my name and address, but because I don't give them a bank account number, I am "unverified". I can't think of ANY reason why I should give them my bank account number...I don't use it for selling...so I will be "unverified" for eternity. Of course, once I reach my spending limit, I will be barred from using paypal(even though they have my credit card number)...until I give them my bank number. I've never had a problem with sellers and my "unverified" status.

Regarding PayPal confirming a PO Box as a verified address, I must disagree with a MSICOGNITO. I have been with PayPal for nearly 3 years and my confirmed address is my Post Office Box. When I first signed up I lived on the east coast and used a PO Box. PP accepted it as a confirmed address. I am now on the west coast and have a confirmed PO Box address. They confirmed both with no problem.
I have accepted only a dozen or so payments for items to be sent to an unconfirmed address. I have not had a problem with any of them. Of course, the amounts were all under $20.00. Had the amount been high dollar, I probably would have rejected the payment and requested a money order.

Recently I had a buyer who didn't have a confirmed address. I e-mailed her and asked her what gives, and it turns out she was buying a gift for her husband and wanted the item sent to her mother's house instead. Couldn't you e-mail your buyer and ask what's up?

As for the 1 to 69 ratio, maybe they are selling/buying somewhere else besides ebay. There are more businesses every day that accept Paypal.
Take the payment. The possibility of creating negativity with the buyer who then tells someone, who tells someone else etc etc. out weighs the possibility you will get ripped off. I get payments from unverified buyers but have not yet had a proble. (mind you, I'm still pretty new at selling).
I just try to treat people fairly and hope they will do the same in return.
