Is it possible to add a gallery photo after auction has begun?

Sure, just access the listing, and click "Revise"

You should have the ability to add the photo's URL.

Actually, no, you can't.

Not everything can be changed in Revise mode, and this is one of those things that can't be changed.

I assume eBay has some internal reason for disallowing the addition of a Gallery picture.

Your only option is to end the auction and start over.

It's a good thing that the photo can't be changed or photos added later. It would be too confusing to bidders to allow sellers add photos. A seller could tell a bidder that 'photo #2 clearly shows the described flaw in the auction item' and the bidder could respond that 'there was only one photo when he bid'.

bidsbids: That's incorrect, too. In Revise mode, you can add a photo the traditional way or you can add it to the description (assuming the item hasn't been bid on) using a bit of HTML. If the item has been bid on, you can still append to your description and add a photo that way.

But you can't add a Gallery photo.

Just one more note, you can change a gallery pic, even though you cannot 'add' one.
