My friend was attmepting to transfer monies in her Paypal account to pay for a computer. She received a notice saying there was a $500 limit on her ability to transfer unless she provided her social security number. Does anyone know if this is a scam, or legit?

That is legite. It should have also asked her to verify her credit card. You can use either and I would recommend the credit card. It is much safer to do it that way. Once it is done, then the $500 limit will be lifted.
