I am from Singapore. I open a paypal account on December 30, 2001. My account got restricted around March 2002. After faxing in all necessary details more than 6 times, my account was unrestricted and restricted again. This goes on for 2-3 times within 2 weeks then finally my account got locked permanently.

Paypal had always claimed that they had not received my fax, but always my fax machine shows the “sent” satutes. Finally on 28 March I then received a email from Charles, PayPal Merchant Fraud Department that my account would be restricted and the decision may not be appealed. The remaining funds on the account would be credit back to my local bank account after 180 days.

The 180 days had long past. After repeated emailing to paypal, I got a respond from Richard, PayPal Account Review Department on 15th Oct 2002 that paypal had already initiated the remaining balance in my paypal account transferred to the primary bank account listed on my paypal account. So far, it had been more than a week and no transfer were initialled as promised. Paypal had made several promises and even assured me that my request had been submitted for processing. But till date non arrives. I had emailed to Paypal Damon Billian and was told that my account was submitted for correctly on 19th Oct 2002, but everytime I access my account, it shows that no transfer was initiallted as promised.

Many would sugguest I wait for a few more days but here in my situation is that I am not from USA and that I had no where to turn for help. I had already been very patient and cooperate fully to paypal instruction back then. I faxed in more than 6 times and even spent $100 on international call then (Most of time listening to their adv) and waited patiently for more than 6 months, Although treated rudely on phone, I always respond to their request, asking for fax again and again, receipt, tracking details, even proof so show that the watch I sell authentic.

My only concern now is that

1)whether the amount would really be credited back to my account as promised? If yes then when? I really need a date, money is needed urgently now.

2) If no, then is there anyway or anywhere to turn for help?

3) I have read from post and from other website about complaint to US government agency. Does complaint to BBB, Attorney General's Office, Federal Trade Commission, Federal Bureau of Investigation or USA foreign Embassy help?

Hopefully some kind soul or Damon from Paypal could help suggest any advise. Really appreciate all help.

good luck to you.
you can read prior threads to get some idea of how paypal accounts get restricted.
if you tried to access your account from one of the countries on their black list ,your account could be restricted,eg russia,middle east,indonesia to name a few.
if you register your paypal account with a bank account not in your name,your account could be restricted.
if you have registered prior under a different name and have complaints and chargebacks and negative balance,your account could be restricted.
did you use a cover sheet for your fax??

hello askdaruma,

I had already email damon, he haven't reply though.

Paypal had already aknowledge receipt of my fax and verification 7 months ago. They are still insisting the 180 days holding period of my funds.

But the problem now is that 180 days had past, it is now more than 7 months and paypal haven transfer the money back to my local bank account. I had email paypal a number of times, they even promise me that they had initiated the request of the transfer but till now, no money yet.

you may want to contact your bank and see if there is any reason on its end why transfer is not received.
i recall doing business with a singapore customer,it is not as straight forward as it seems/
does it go thru another bank??
does your bank know which account to credit once it receives the fund,ect??

Hello askdaruma,

I had spoken to my bank, they assure that no transfer was made from US.

I can also see the amount in my paypal account hence i comfirm that paypal haven made any transfer on their side.
