you may as well quit AW since you are of no help whatsoever anymore you do not even bother posting? why? probably because you know you cannot defend paypal anymore...

look at the illegal gamling thread? not once did you bother to comment why? because you know paypal are in the wrong.

alot of help you are to other users i must say on clarifying situations

enjoy your options.

...and what about why a user can't close a restricted account? Where is this stated in your Terms of Service? I see where it says "... you may close your account AT ANY TIME...", and I see where it discusses if there are $ amounts under investigation AT THE TIME YOU CLOSE YOUR ACCOUNT...
but please, Damon, enlighten me and tell me where it says a user cannot close a restricted account.

Hi ltlcrafty1,

A restricted account is in a status of investigation. This is in our User Agreement.

You may not use closure of your account as a means of evading investigation - if an investigation is pending at the time you close your account, PayPal may continue to hold your funds for up to 180 days as appropriate to protect PayPal against the risk of reversals. If you are later determined to be entitled to some or all of the funds in dispute, PayPal will make an additional payment of those funds to you. You will remain liable for all obligations related to your account even after such account is closed.

My question is. If a credit card fails an address verification check and paypal sends the money anyway, why would the party recieving it be held liable? Remember this is previous to the preferences factor. In other words they accept a potentionally fraudulant card. Paypal has stated that if a credit card fails an AVC it doesn't go through.

I understand hostile name calling is stupid and does not achieve anything whatsoever.

However on the flip side some of us have posted genuine questions that if possible we would like to see paypals point of view.....gambling, closing of restricted accounts etc.....

specially the gambling issue as there appears to be no TOS to quote so therefore seems like you (paypal) are avoiding the issue.

I think it is time to shut down PayPal for good. Don't take it up with PayPal, take it up with Visa, MasterCard and Discover. When a customer does a chargeback and PayPal takes the money back from you, demand a copy of the investigation and the name of the CC company so you can call them and investigate if PayPal even made an investigation. Then complain to the card company, state attorney general and such about the actions. Soon the CC company will not ALLOW PayPal to use their credit cards. How long would PayPal last if they can't steal money from credit cards???

I have both a PayPal account which has had reversals and a merchant account which has also had reversals. My experience is banks steal far more than PayPal almost always side with the cardholder and have much more restrictive TOS than PayPal. The banks charge higher fees, have monthly minimums and are equally impersonal and tend to ignore factual documentation at least as often and as much as PayPal. Basically it comes down to the Golden Rule. He who has the Gold rules. As far as trying to regulate morality(pornography and gambling)who cares, historically it has been proven to be a waste of time and resources.

There is a BIG difference between PayPal and a merchant account. I work in a business that has both.

With a merchant account, I verify the validity of the card. I check the user's address, the card confirmation digits, etc... If it fails, I can choose to accept or reject the card. If I take it and it is fraudulent, it is my fault.

With PayPal, I have NONE of those protections and of what profit would it be to PayPal to have those protections in place? With their present system, they lose no money. Heck, they even make a few dollars while waiting to send the money back and forth. Why cut in to those profit with even the most basic verification process?

In terms of the validity of the card, I think PayPal does check the card confirmation digits. If they don't match I don't even think PayPal lets the user register the card. In terms of the address, the seller does have the option of rejecting or accepting on a case by case basis if the address doesn't match.
