Since I sense that Paypal maybe looking into account restrictions closer... I'd like to ask once again why my account was put on restriction. Here are the facts...

- I bought something from a vendor using Paypal and did not receive an acknowledgement or product. I tried contacting the seller numerous times, with no success.

- I file a Paypal complaint against the seller, and he contacts me immediately. He agrees to give me a refund, but Paypal tells him not to. (On two occasions)

- I contact Paypal and get no response.

- I contact my bank to find out what to do. They inform me that the transaction was billed against my bank account and not my credit card. (I later find out that all "verified" accounts default to your bank account.) They advise me to stop payment.

- I stop payment. Paypal immediately bills my credit card for the amount and puts my account on restriction. They find the seller at fault and give me a refund. However, my account is still on restriction.

I have looked through all your policies, and do not see one for restricting an account for stopping a payment. I first tried using buyer protection, but Paypal advised the seller not to refund my money. When I did stop my payment, you billed it to my credit card... so no money was lost. I don't understand why my account was ever put on restriction... and why it still is. Can someone from Paypal please explain this to me?

PayPal did this because of a stop payment, correct.

PayPal says they do it because they can't tell whether you just stopped payment or you used an unauthorized bank account (which would fall under unusual bank account activity in their minds). But the question is what are they asking you to do to prove your identity? Making you give legal permission for them to debit your bank account isn't required for verifying your identity, if that is what they are asking you for (from what I remember you posted awhile back). Can you scan/post whatever forms or whatever information they want you to fill out to get your account back?

try calling this number from the back of your debit card 402 935 2017.
i called yesterday and some one came to the phone in 2 minutes and it was an easy one for them so the operator did not hang up on me.
may be they can call up your account and see what is going on??

Yes... a stop payment on an unauthorized debit from my checking account. They then charged my credit card. So the credit card is obviously valid. Why didn't they just "unverify" my account? (Unverified meaning they don't have a valid bank account on file.)

None of this would have happened, if the seller was allowed to give me a refund. Why did Paypal tell him not to?

PayPal probably told him not to since you filed a buyer complaint -- if he refunded you and then you won the buyer complaint you would get a double refund.
