I've been working with Damon to get my paypal account unblocked. In the mean time I had some auctions close and because I still had pay pal listed as a valid form of payment I was paid via Pay Pal on Friday. My TOS says I will ship two days after receive payment which because the second day is a Sunday and the post office is closed I will ship it out monday. I now have the buyers money in an account they can not touch, I can not refund the money becase I can't touch the account and they are expecting me to ship the product. As a seller I have not been screwed yet in any auction so my first insticnt is to ship the product and hope they buyer doesn't take the money back from the account. I will ship with delivery conformation so I have proof of shipment.

First 2 questions.

Do you have a Premier/Business account or a Personal account?

If you do have a Premier/Business account is the 'refund' button disabled on the transaction details? Personal accounts don't have a 'refund' button.

If you click on the transaction you should be able to click on the 'refund' button. If you do try it. It won't refund with just one click it will take you to a confirmation screen so you don't have to complete the process. This is information I'm curious about. I can understand a restriction not allowing you to send money, but if you have a Premier/Business account I can't understand why the 'refund' button would be disabled.

It doesn't seem like you are in a state of panic which is unusual here. Since you are working with Damon you may have an idea what has caused the restriction and what it will take to get unrestricted.

Me personally, I'd ship with the delivery confirmation (and signature if over $250). I've used PayPal for a long time so I wouldn't have any concerns about proving I am who I say I am.

I do have a premier account
The transaction shows completed and I do not see a way to refund. The amount sent to me was over 175 but under 200.
To be honest I'm not 100% sure why the account is restricted and I'm not sure how long it will take Damon to get my account back in working order. The only reason I'm not in a panic is all the reasons I should be in a panic

1) I'm unemployed and selling off items I no longer use to get money
2) I know how valuable good feedback is so I want to do everying I can to make the buyer's experience a good one
3) I've never been "screwed" by pal pal. I once bought tickets for a sporing event off an auction and used pay pal to pay for the auction. The seller didn't have the tickers after all and wouldn't refund my money. Mentally I wrote it off and about a year after it I received a refund from Pay Pal because I did file a claim with them. So even though it took a long time they made good.

Click on the 'Completed' link in your account summary for the transaction you want to look at. That will bring up the transaction detail page. At the bottom of the page there should be a 'refund' button. Click on that 'refund' button and it will take you to a page where you can type a note explaining to the buyer what the refund is about and it has a confirm refund button.

You don't have to actually issue the refund, but I'd appreciate you clicking on the 'refund button' to see if it is still active or not just to satisfy my personal curiosity. Just don't click on the 'confirm refund' button (unless that is what you really want to do.)

If you have a dialog going with Damon then you are doing exactly what I would have recommended.

I would ship the product and take care of the customer.

uaru, I think you missed the point where he said the account was restricted. So if he wanted to refund the customer, he could not.

I do understand the account is restricted, and I acknowledged that funds couldn't be sent using the "Send" tab for obvious reasons. What I don't know is if the "Refund" button on the transaction details page is disabled or not. I can see no reason why that would be disabled.

I apologize if I wasn't clear, but I hope the original poster will look on the transaction details page and see if the 'Refund' button is disabled or not. Not every customer knows that button exists.

When I click on completed I get a detail listing of the transaction with two buttons. One says Create Printable Packing Slp and one says Return to my account. There is no button marked refund

i dont think paypal will let the owner of a restricted account return any payment sent to him,for the reason that one of the reasons why accounts are restricted is due to customer complaints to paypal,customer file chargeback with their cc issuer.
but allowing the restricted account to continue accept payments,especially from credit card would just create more chargebacks and complaints from these customers if the seller cannot access the fund to run his business.
this is a problem with sellers who use drop shipper .
question-with bidpay,buyer uses his cc to buy a money order sent to the seller.what if the seller does not ship,can the buyer file chargeback??
as far as the record shows,this buyer uses his credit card to buy a money order,not merchandise and bidpay can produce proof that money order was purchased ???

Uaru and Stopwhinning, I sincerely want to compliment the two of you for trying to help her out. Your posts are genuinely sincere and helpful. Isn't it ashame she has to get help this way instead of having the company help her?

My only concern is that the buyer tries to reverse the funds transfer now that I shipped the laptop and I have no way to stop that.

this is getting to be more interesting-
first why is the buyer reversing the payment he sent you?? did you tell him your account is restricted and you may not be able to ship??
second-can a buyer reverses payment which has gone into a restricted account??if so,how??

Stopwhining I didn't say the buyer was going to do a reversal it's just I'm a bit paranoid at times and I've read stories here that the buyer was able to do a reversal even after the seller shipped the item. I don't know if the buyer can do a reversal of funds in a restricted account.

i would think that seller protection still applies even though your account is restricted.
if you ship the laptop to your buyer to his confirmed address and signature reciept if over 250,dc under 250

if he file chargback with his cc company,it hits paypal and there is not much more paypal can do,if the account is still restricted.
of course if there is not enough money in your restricted account to cover the chargeback and you cannot produce the documents,then you will be asked to come up with the deficit.
