PayPal has requested me to send them the following to reinstate my account;

1. driver license
2. recent bank statement
3. recent utility bill

Should I send this to them and why would they need this?

My history with PayPal is I purchased an item and used PP and the seller never sent item. I asked PP to retrieve my monies and they could not. I reversed the credit card payment. They restrict my account saying I owe them $169. This was some time ago and my account states $0 balance. I wonder if they collected from the defunct seller.

Should I just forget using them ever again??

They need this for verification of the who you are. However, I would not send them any money. PayPal TOS states that you do not give up your credit card protection, but here it looks like they are trying to get around it.

Also, could you send a copy of that e-mail to me at [email protected]. I am doing a research project on this very topic and my contacts with PayPal is that they never do that. If you can send me a little background as well, that would be great. I have a few agencies that are interested.

PP did not send an email requesting this info. When I log into my account it is restricted. I am guessing it is due to the charge back that they incurred from me.
In order for me to become "unrestricted" they want me to fax a preprinted cover sheet with the info listed in the previous post.
My account is restricted from sending money or closing.


PayPalDamon...could you please answer these 2 questions for me???

1. Why would they need this info??
2. Did PayPal get the money back from the seller that did not send me the item?

if you got the money back from your credit card company i would recommend just forgetting about paypal they took the hit for the chargeback they will only try to get the money back from you.

Thchaser200: When I had problems with my PayPal account they told me they always restrict an account when there is a chargeback. Always. I received an email after doing a chargeback (of a fraudulent transaction that I never authorized) that required me to give up my chargeback right in order to reinstate my account. I talked to Visa about it and the person I spoke to said they did not think PayPal was allowed to do that! What do you think???

who do you trust your credit card company or paypal?

i know who i would trust 100 times out of 100.

I can see why PayPal's actions might not be allowed. I don't think merchant is not allowed to have the user waive chargeback rights (e.g., in user agreement, "You waive the right to charge back any charge from our company."

PayPal is the merchant of the record in this case. In their TOU, they say that using PayPal does not infringe upon your protection using a credit card from your credit card company. However, this doesn't seem to be totally true, as you don't retain the right to file a chargeback if an issue comes up after 30 days since the transaction (PayPal will restrict your account and ask for their money back). You would retain that right with a conventional credit card transaction, but you don't using your credit card with PayPal. I don't think that is allowed, and it definately contradicts PayPal's own TOU. But I guess PayPal doesn't care and there's little a customer can do to stop them.
