I have been having a problem with Paypal for over a five weeks now. I have had a verified account for over a year and a half and have never had a problem with Paypal. I started selling more items on Ebay (coins) that were a higher value than normal and when my account balance started to get high my account was restricted. Paypal requested all kinds of information that I faxed to them. In the mean time my customers that wanted to pay me via Paypal were sending me emails asking how come my account was restricted. I immediately stopped listing on Ebay until I could get things sorted. I was in a dilemma if I should send the coins out to the customers who paid via Paypal even though I was not yet “technically” paid. I decided to go ahead and send out the coins to the customers as I was trusting I would soon get paid from Paypal. After two weeks of very unhelpful service from Paypal they stated that they needed delivery confirmation that the items were delivered. I stated that I did not send with delivery confirmation as I never have, however, I did send insured and I would be happy to fax that information. Paypal advised me that I should have read my conditions more carefully and I could fax what I had, however, it’s up to the investigator if they will accept it. I asked Paypal if they could just contact the buyer’s and I am sure they will verify that they received the items. Again, Paypal stated that it was up to the investigator. I asked to speak to the investigator and was told they do not take incoming calls. I offer my customers a 100% return policy and I had a few coins returned. I did not now want to pay money from my own pocket since I was never paid for in the first place for refunds. I again contacted Paypal who stated that I must advise my customers to “file a complaint” against me to request that the payment be reversed. After contacting my customers who were very unhappy with me (as I could understand) they contacted Paypal to “file a complaint”. Paypal then asked them for delivery confirmation from them when they sent them back and they did not have it. They asked Paypal that if I said I received it why couldn’t they reverse it? They stated that they would have had to have delivery confirmation and since it’s over 30 days they would be unable to reverse the transaction. So I am very confused here, I am asking Paypal to reverse a payment, the customer is asking Paypal to reverse the same payment, we both are in agreement that I sent it, they decided they would return it, however, the only person to profit from the transaction has been Paypal since we don’t have proof of delivery confirmation?? I have had nothing but positives on Ebay and paypal (over 50), now I am getting negative because of Paypal and have since stopped selling coins. My reputation has been ruined and I am still lost as what I can do? Can anyone help me? I sent a letter to the BBB, Sec, and the FTC although I am not sure if they will be able to help me? In hindsight, I agree I should have used delivery confirmation (people make honest mistakes), but is this error really a reason for Paypal to keep mine and now some of my customers money?

You will most likely, soon be swamped with questionable advice on how to proceed with this situation.

It sounds like you have/had a simple problem that has/is compounding.

Contact [email protected] and he can have someone review your situation and work with you to get it all ironed out.

If you want your problem to continue to grow, follow the advice which is sure to come along, and you can stay here and cry and whine with them about how evil Paypal is.

PayPal does state in their TOS, to ship something either with a tracking number or delivery confirmation. Was the reason for the restriction complaints, or just another case where they suspect fraud.

As for the comments by Coonr, there have been a lot of victims, and yes the term is correct, that have had the same thing happen. Most Merchant Accounts will not restrict an account unless they chargebacks, not just because.

Sorry to prove you wrong Stopwhinning as you and I have been on the same side many times. The only advise I have is to try and get this settled and then "JUST SAY NO" To using Paypal. By the way I appreciated your comments on auction bytes. It was good to see constructive comments. As far as shopping this weekend goes I can't afford it.
Let me say that atleast one of my Transfers did have an A to B to C chain of events. None of those were the same people but paypal said that I should be held responsible.
All I will say to River is that when or if you settle with paypal your reputation will fair better if you close your account.

This is similar to the problem I had. Both me and the seller had agreement that the seller was going to give me a refund. Paypal advised him NOT to give me a refund, since I filed a complaint. I was told to wait the 30 days while being told by Paypal that I had assurance I would ever see my money. I said the hell with that and stopped payment for the amount. My account was immediately put on restriction. The seller was found at fault... but my account is still on restriction, until I fax my financial history to them. Damon just quotes policies and complex issues seem to go unresolved as a result. I wish you better luck!

Wow did I goof. I went back and checked and it was roofguy. Please cut me some slack on that.
Question did paypal change their emails from "you've got cash" to "you've got payment" or something like that. If so I would like someone to email me a copy. Please edit out any customer info
