OK Damon,

I have contacted about a dozen others who have had issues with the person I sent money to.
Guess what - I filed my complaint with paypal before most if not all of them.

One example: I filed my complaint April 2 and no response from paypal.

Another person filed a complaint April 12 (10 days after me) and april 22 they recv'd a refund of their monies from paypal.

Hmmm. This seems to be a problem.
So correct me if I am wrong...

The reason they got a refund was cause ebay specifically contacted Paypal regarding that acct, and your business being from mostly from ebay, you had to take care of the relationship.

But as for anyone who hasn't had ebay contact you on their behalf...

The rest of us are hosed because of the improper(or non-existent) investigation methods of paypal?

LOL - I'm sure eBay is working REAL close with Paypal.....
