Damon please help in this matter.

This transaction was deducted from my account on April 2, 2002
with the following identifying information...
Debit Card Purchase (ID #21T62847D5862372A)
Amount: $-217.00
Date: Apr 2, 2002
Status: Pending

The first transaction is STILL showing as "pending".
So what has happened is you held $217 on April 2nd, and then deducted ANOTHER
$217 on April 9th as a second transaction. My account has been debited a
total of $434, when it should have only been debited $217 TOTAL.

What should have happened is the "pending" debit of $217 should have simply
been converted to "completed", and NOT as a new separate charge! PLEASE
REPLY SOON

Hi,

These issues are caused by the merchant processing the card. The pending status can be removed if they fax over documentation to remove it. If not, it will be credited on the 31st day.

Just another way of PAYPAL holding onto your money longer than you want them to.

If you were dealing with your bank or a credit card company it would take 1 call.

The fact that it is a pending transaction means you should get your money back altho I do not believe the 31 day requirement.

Keep on them.
My question is will it actually be released after 31 days or are you going to have to fight for it.

That is an issue between the place the charge was made and the creit card company and has nothing to do with paypal. just like when you eat at a reasurant and put it on a credit card. If the bill is $50 often it will hold a "temporary debit" of say $63 to cover a potential tip and the extra will be removed when the turn in the documentation. You never see this because you can't view most CC statement immediatley on-line but it is not uncommon. Odds are it will be removed within a couple of days if not you should inquire at the place you used the card.

GU1HToM If you were dealing with your bank or a credit card company it would take 1 call.

Look on the back of the PayPal debit card. PayPal's debit card is issued through Bank One and there is a number to call on the back of the card.

do these two charges have different transaction number?
if so,then the merchant is submitting the charge twice??
gas stations usually submit the credit card for authorisation when you insert the card at the pump,and it is just one dollar.then it reverse that when it submits the actual purchase.
i think this is also a problem with debit card as fund is deducted from your fund immediately.
with credit card,you can submit card for authorisation as many times as you like but it would not turn into a charge until the merchant submits it.

31 days is a long time to hold the money.

That money is on hold in his PAYPAL account.
Do you really think they are going to even check to see if they can release it earlier than that?

He has contacted them & said it is a duplicate transaction. They "PAYPAL" can verify this. Why then does it take 31 days?

Because they do not want to give up the money.

Call your bank or any other check card/debit card & ask how long an item needs to be pending before the funds will automatically get returned to the account.

I just got off the phone about this in reguards to my bank's debit card.
3 days then the money is released.

Sorry Damon I know you are only doing your job but this is just nuts.

My bank debit card: 4 days
My visa card: 7 days
My friend's visa: 5 days

Hi,

The user has been advised via email what they need to send it to get these pending items resolved.


In order to remove the duplicate hold, we need a fax from the merchant
authorizing us to remove the hold. They will need to include the amount of
the charge, your name, and PayPal card number. It will need to be faxed on
their letterhead to 1-402-537-5745. Otherwise, if the transaction does not
complete, the funds will be credited back on the 31st day.

Once again, he failed to inform you of the additional requirements to correct their error... so I'll repeat them from one of my previous posts.

...Also send a certified copy of your birth certificate, your marriage license, your high school diploma, and get yourself fingerprinted, just to be on the safe side. Be prepared to verify with us your grandfather's aunt's maiden name, your great-grandmother's date of birth, your eldest sibling's SS#, and your dog's license tag #. If your dog does not have a license, we are unwilling / unable to assist you at this time. Thanks for the pay,pal! LOL!

the author said they are duplicates but he only posted one transaction number,see if you can post the transaction numbers of both.

31 DAYS!

Give me a break.
Does PAYPAL hold all transactions that long?

This goes beyond the fraud policy to just sheer insanity.

Please tell me WHY it must wait 31 days?
Why is this 5 or 6 times anyone else?

1 So you now have a good customer upset.
2 You have $217 on hold that you can verify was double billed.
3 You expect your customer to contact the original merchant & get that original merchant to jump thru hoops.
4 At what point does this actually become a customer service issue instead of a customer issue. (or customer & merchant issue)
5 Please tell me of any other service that holds pending transactions such as this for more than 10 days...(I will make sure not to use them either)


Understandably Damon can not make company policy changes.

I actually believe that if PAYPAL with all of it's customers became on online bank (FDIC & all) it would be the best thing to happen. At least then they would have to answer to some regulations

Damon, we are not asking why there are holds. We are asking why it takes SO long for them to be removed. 31 days is very long compared to all the cards I have and probably most of the rest of the cards out there. Why can't you remove the hold earlier, especially when the amount has already been charged?

I think the simple answer to why they don't remove the hold any sooner, is because they don't have to.

No, if they're doing an investigation, they can hold it for up to 180 days!

And you're exactly right when you say they just don't want to give the money back.

Regulation may not be the ONLY answer, but it would certainly take care of a lot of this nonsense.

After receiving the instructions from Damon, I contacted the merchant and they did send paypal the necessary information in order to get the pending transaction removed. Supposedly the pending transaction should be removed in a couple of days according to what Damon has told me.

I, like many of you, doubted paypal would have automatically reverse the pending transaction after the 31st day. Besides I couldn't have my funds tied up that long.

Given Paypal's history of claiming they never receive faxes etc, I had the merchant send me a copy of their fax so I can refax it to paypal at a later if need be. I going to give them until Tuesday before I start complaining again.

Damon responded to my question in a matter of 24 hours. However my email to paypal customer service has not been answered. Why?
This goes to prove paypal does not care. It is sad that we have to rely on message boards to get answers that a company's customer service department should be able to provide.

i used my paypal debit card to pay for my lunch two months ago and the anxious waitress who is about to leave took my card and punch in total plus 2.00 tips without asking me first and said it did not work.
i paid cash and came home and check my paypal account and found the entry there as pending.
i went back and talked to the restaurant owner and she cannot find that entry on her list.i decide that it would be hard to ask her to fax on restaurant stationary to remove the charge if she has no trace she charged it,besides it is only 10 dollars.
but it was reversed after 30 days.
since then they raise the price of lunch buffet by one dollar and i lowered my tip by one dollar.
after this experience,i am reluctant to use this paypal debit card at small stores and restaurants,i only use it at the post office,gas stations and reputable large chain stores like compusa,office depot and large grocery chain stores.
even though you use it as a credit card,it is really a debit card and fund will be removed from your account immediately

Well the pending transaction was finally reversed after 10 days.

Paypal customer service responded yesterday (almost 9 days after I first wrote). They said the pending transaction would be reversed after 10 days.


So are pending transaction reversed after 10 days or 30 days? I dont know.

Was the transaction reversed after 10 days because, transaction are reversed after 10 days or was it because paypal got the information from the merchant? Who knows.

I am just glad the money is in my account now.

2 dollars tip on a 7.95 buffet lunch is 25.15%,i dont call that cheap,dont forget in a buffet,you the customer go get your food.
now last time i went there,i paid 1.00 tip to the same waitress who punched 2.00 tip without asking me if i want to tip her,with their new price of 8.95,one dollar tip is 11.73 %
is that cheap for lunch,may be a little,it should be 15%.but that should send a message to her .
