I am trying to get a Website and I keep getting this message; Bandwidth Limit Exceeded. Does that mean the Website is just down or not on anymore?

It means that the webhosting service that hosts the website you're trying to reach has put a cap, usually daily or monthly, on the amount of traffic it'll allow for that site. Usually it's a matter of paying a certain price for a set amount of BW. Must have really good pictures.

It means that the bandwidth of the strap on the bra that holds the boobs in the picture you are trying to view exceeds the limits of the viewable area on your monitor. It's telling you to get a bigger monitor.....if you really want to view THESE boobs

No, no, no. It's means you need to upgrade to Windows Vista amd access will be restored. Plus you'll need at least 1GB of RAM plus a 15GHz processor...
Most of the free hosting sites like GeoShitty have low bandwidth allowances so you'll need to try again early tommorrow before it's exceeded again. Often happens to a site after being mentioned in a news article or on a website like SlashDot (hence the term SlashDot effect).
