After being burned one too many times from fraudulent credit card/paypal payments I decided over a year ago to require Confirmed addresses, as well as cut out International paypal payment other than those that can be confirmed (Canada/UK).
My frustration is the headaches this causes from buyers who can't pay and want me to fix their problems. It is getting out of hand and paypal should simply require confirmed accounts rather than give sellers the option. This will cut down on chargebacks, and headaches as well. I don't have time to fix 3 or 4 buyers problems a week... and truth be told I shouldn't have to.
Paypal refuses to accept liability when processing payments for sellers... even when the confirmed address is used (another story altogether). I am left with the headache or the chargeback risk, no matter how many times I list this information in my auction policies... I DO NOT SHIP TO UNCONFIRMED PAYPAL ADDRESSES.
Sorry to rant, but anyone have suggestions to avoid this problem, or did I perhaps miss a setting on my paypal account that would prevent this?

go to your PayPal account - go to My Account - go to Profile Summary and over to the right under Selling Preferences - click on Payment Received Preferences. There you can block users who do not have a confirmed address.

I think you missed my point. I have unconfirmed accounts blocked. The problem is with everyone who gets blocked. They email me saying they can't pay b/c they get a message saying seller requires a confirmed address. They want me to fix their problem step by step. I get this 3 or 4 times a week, maybe more.
It is exhausting having to troubleshoot payments with them. Perhaps this is a Vendio/Ebay interface problem that is the problem, but most of the time it is b/c they don't have confirmed accounts.

I told people that, for security reasons, I couldn't get involved in their PayPal account status. They should call PayPal and clarify their status, but we require confirmed accounts. You can create an email template for this, and it takes a few seconds to mail.

YES! We do the SAME thing...
Since PP has no qualms about putting the onus on the seller about the UNCONFIRMED vs CONFIRMED horse-pucky, I feel very comfortable turning the tables on PP & dumping it back on them by saying: "PayPal? Oh, geez, buddy...YOU have to call them, as I'm not allowed to get involved for SECURITY & SAFETY reasons..." Yadda-yadda, bull...bull...

I think the problem is only with people who completed Vendio's checkout system. It appears that they enter a different address in checkout and it does not match the Confirmed address with paypal... creating the problem.
Any suggestions or settings I can change to resolve this?

I stopped using Vendio's checkout some years ago. I got tired of hearing complaints about it, and frankly, the people were correct. For example, why should they have to enter an address if they're paying with a PayPal confirmed address? Additionally, it made them think that we'd ship to the address they entered in Vendio, and if I didn't check, I'd mail it to the confirmed address instead; it happened once, and I got a negative.
All in all, bypassing Vendio's checkout is a major benefit.

I use only the Vendio checkout. I have not had one single complaint about the use of it. And, I'm running over 50% return business. My customers must be from a different world.
Because of the Vendio checkout, I am able to process multiple item international orders during the night. Which is the way most people like to shop - which is without waiting for the store owner to compute shipping costs.
Even if there were a complaint, why would it matter? It's your business. If you had a B&M would you change the location of your checkout because of a customer's complaint? Or, use a different cash register?
We all run our business differently. Each of us has different expectations as to our store sales or core sales. However, I just have problems with the "my customers do not like the Vendio checkout." Who runs your business?
Before I moved to FL, I had a three year period where I sold a HOT SELLER...
Literally, my sell-thru was 99% first; 100% on 1 re-list!
I was running 100 auctions per week, and was convinced I had discovered the GOLDEN GOOSE...
During that 3 year period, I tried a 3rd-party check-out system (for ONLY 3 months, THANK GOD)...
Only 1 or 2 folks complained about it -- but, they were adament in their ire, and my curiosity was aroused...
So, I sent emails to ALL who had used the 3rd-party check-out, and I was flabbergasted when approximately 75% responded with overwhelming hostility towards the check-0ut process!
AND, I can't blame them, as it made NO SENSE WHAT-SO-EVER what they were subjected to...
The last time that I MYSELF purchased from somebody who used one, I was enraged: You type & type, only to be directed to PayPal!
WHAT A WASTE OF THE BUYER'S TIME & ENERGY!
I'm convinced that if you did an OBJECTIVE DOUBLE-BLIND poll of yer customers (NOT designed by you) that you would be shocked by the UNHAPPINESS 3rd-party check-outs truly cause...

PayPal make it as easy as possible to sign up for their online payment service. Unfortunately, this isn't really desirable in the financial services sector as it invites all sorts of low lifes and criminally minded individuals to exploit PayPal's "in buyers we trust" mentality.
The onus really is on sellers that accept PayPal to follow all the requirements outlined in the SPP to get any protection against fraudulent SNAD or INR disputes.

I have folks all the time several times a week close my auctions and then whine.
ALL my auctions say
I will only ship to the confirmed address if paid using Paypal
If you want it sent to address not confirmed with Paypal you must pay with money order-NO exceptions
Of curse this does not stop them , they bid and cry and aggravate me to "fix it"
I understand Xactly what shagmidmod is talking about.
I waste my time almost daily, trying to explain Confirmed address.
I do not know, it may be best to just accept the risk . One thing is for sure it is not a risk that you will bombarded with pleas from people wanting you to ship it anyway ---- a complete waste of time.

I only ship to confirmed addresses and yes, I have the occassional whiner, but I refer them to my TOS and also blame PayPal, those b*st*rds!! But, before I changed my preferences to CONFIRMED ONLY. I had many, many people using unconfirmed addresses, many more than the whiners now and it was not worth the risk to me to sell to all of these people and not be protected somewhat.
