I have 14 ratings on the new system, and as I expected, shipping and handling charges are the ones not at a 5 because the cost of shipping from Canada is higher than within the US. I make nothing, in fact often lose on shipping, but that is beside the point.
At 13 ratings the shipping one was 4.9 and at 14 ratings it is 4.8. My question is, if people keep giving a less than a 5 rating, is the average rating going to go down and down until it reaches 0, how do that calculate it, can it go up?

How would we know,this is so new?
May be when you send out your invoice,explain to your bidder shipping and handling is from Canada and higher than USA.

Sigh. ebay nerds again, justifying their existence on the job by fiddling with things that aren't broken. *Until sellers can rate buyers 1-5, this is simply not fair.*
About the shipping time, though--for years my pack slip warns, "Is your shuipping method Media Mail? this method can take 1 - 3 weeks for delivery. I always ship on the first business day after payment and have noted the date on this package." (I write "Your ebay order mailed ____ (date)" I've had no negs in years over the time a package takes to arrive.
And if someone lives across the continent, in the eBay invoice I warn them that coast-to-coast shipping, even by priority, can take several days.
So far, this has worked well. We'll see how this new system works.

You are so right Roadsmith - there is no way that this will be fair until sellers can rate the buyers.
It sets it up for the buyers to blame the seller for high shipping cost and for slow delivery. Once we've shipped these things are beyond our control.
