This isn't just fee avoidance; it's a signpost (advertisement) listing, which is strictly verboten.
They are advertising their store by way of offering a "postcard". Who knows, they might actually have had these postcards made up and are planning on offering them one after another, thus keeping their ad alive indefinitely.
You know what to do.

In my area folks are now going crazy with shipping to avoid fees. This guy just moved almost all of his ads to 99 cents with $12.95 shipping.
