If they have already paid, you can refund the money. I am not sure what to do if they haven't paid and you want to prevent them from paying... short of blocking all payments.

The payment has been made. i just want to return it because there is a problem. i dont want to pay fees for something i did not sell.

If you click on Details it will bring you to the transaction page where there is a 'Refund Payment' link at the bottom.

What do you mean problem you did not sell item? How did you get a payment? What am I missing.

Your not missing anything. he did not pay in the currency that i asked him to. and it was going to cost me another 2.5% in fees. So he suggested i return the payment and he then paid in the currency i first asked for.
when the money has to be returned , then it is not sold. so i dont pay fees. Yes i will pay fees on the new transaction, and i dont pay currency conversion fees as well.
