Okay I know this sounds petty and stupid, but paypal is not answering my question. When I go to print shipping labels a dashed line with "cut here" appears on every label. Being the semi perfectionist I am this is annoying!! I had this working perfectly until saturday!! Somebody changed something because I surely did not!!! I can not find anything in my printer function to delete footer!! I am at a loss, this is irritating!! Does any one know how to fix this?? Thanks much!!!

Yep, it's called print postage with Endicia.com. Allows you to design your labels however you want. You can even add a logo to it if you like. Plus you can print ALL classes of postage for domestic and international shipments.

Ya know I saw that on just one of the labels I printed yesterday and I did 5 of them. Not sure but the post office part that pops up the label to be printed may have been changed? Sounds like it may become a permanent part of label. WAS it for USPS shipping or UPS shipping? I found out my 2 part labels self sticking do NOT work with UPS shipping on Paypal as it throws the label down into middle of page almost. What a bummer. Ruined 2 labels and had to reprint it taboot. Don't have to print any labels today so not much help in what to look for. Maybe a preference at Paypal? I know long time ago I chose to not print copy or was that Stamps .com when I used them Don't get me to lying. LOL Hope someone can help you.
As far as printer depends on printer I think but most on preferences page will let you uncheck footer and header to be printed .

Yes it was a USPS label. As far as I can see there is no longer a place to delete header and footer with paypal for printing, unless they moved it. Well guess I will have to keep cutting my labels if it really bothers me. I've asked paypal 2X in emails and they won't even acknowledge I asked a question! Thanks everyone!
