I am fairly new to selling and recently had a problem with a non-paying bidder. After filing a dispute to no avail, I closed the dispute and blocked the bidder from bidding on future auctions. Now this bidder is no longer registered. The problem is that now I have relisted the item and it turns out the winning bidder is the same bum that stiffed me before but using a new user name. She's already paid for the item but at $25 less than the first time when she stiffed me. I really don't feel like selling it to her, but I feel obligated to follow through on the auction since I didn't set any bidder requirements. Does anyone have any suggestions. Thank you in advance.

you can always return her money saying the item is no longer available.

If your delinquent buyer was NARU'd then she can't open a new account. You should immediately notify eBay that this is the same person and eBay will cancel the sale and refund your FVF.

Would you happen to know the best Ebay department to contact. I'd really like to cancel this bid without opening myself up to negative feedback and having to pay the FVF.

Assuming you have duplicates, I'd tell the buyer you will mail both items as soon as you receive the payment for the original item they won.
