I'm getting a little gunshy about responding to any emails. I just received this, and don't know whether to respond or not.

I have received that after I have written to customer support about a problem or question. I never answer it though...

I received an email like that about a month ago, after initiating a question for customer support. It is legit. I answered the survey.

Got one 2 days ago because I had a bidder whose copy of email sent by ebay bounced. Contacted SafeHarbor. Got answer that bidder had changed email address snd the same letter with different name. Assume people working in Customer support are being evaluated in performance.
