My auctions state I only sell to US bidders but I will sell international if someone asks but will not accept paypal. I have a buyer from Singapore that is wanting to pay with paypal. I have paypal blocked for non US and he keeps complaining about it. What would you tell him?

I would tell him to read my TOS and to send payment with BidPay. I would also explain to him that that's your policy because PayPal offers no seller protection for international transactions. I've had this happen to me and have had no problems. In fact, just yesterday, received two checks from Western Union from two international bidders!

Its expensive to send a Western Union International Money Order, but some people will pay that way.

It is almost impossible to wire fund out of Singapore and costly to get a bank draft. So he has no choice but to use bidpay, why dont you give him the link to bidpay.
Singapore citizens are okay, but indonesians sometimes will say they are in singapore!
