Seller still refuses to acknowledge emails. I did receive an email purportedly from his wife. Claiming that he had bad heart so leave him alone.

I just saw this link on a sellers about me page. He says he filed a complaint with them and got his money returned:

Yes, report the fraud to ebay for sure. Perhaps this guy has other things on his record. If you go to this site there is lots of help for buyers who have been ripped off.

you may try this-
package it in a way so he or his wife will sign for it(usps signature receipt).
if he still refuses to refund,then file usps mail fraud complaint.
i did that once and i received my refund .
but you have to find a way so they will sign for it,does he or his wife buy on ebay??

Heck, no. There are paid signature gatherers who do that. I'm told the going rate is $1 per verified signature.
