HAS ANYONE NOTICED THIS STATEMENT IN THE NEW EBAY FEEDBACK POLICY PROPOSED????

When eBay suspects the transaction may result in a dissatisfied customer, PayPal will delay release of the payment funds to the seller until the buyer has left a positive feedback or 21 days have passed without a dispute.

WHAT DOES THIS MEAN...when eBay suspects...????

Max - I think not taking PP is going to be a great idea. However, how long before eBay requires it? Doesn't Amazon require you take Amazon payments or something like that? If eBay forces either a merchant cc account or Paypal, it will force many to leave. A merchant cc account is expensive. We used to have one where I work. It cost us more than we made. And, let's face it, PP is becoming too risky.

In regard to using PayPal..eBay's new policy almost makes it mandatory for "all" sellers to use PayPal...see quote below:

"Last January, Bill announced that all new sellers would be required to offer PayPal or a merchant credit card as a safe payment option. This requirement gives buyers a higher degree of protection when transacting with sellers who have little or no track record.

This year we're expanding this requirement to the following sellers:


- a small number of sellers who have the worst buyer dissatisfaction rates
- sellers with less than 100 feedback
- sellers who list in certain categories with higher rates of buyer complaints."

High ticket, high risk items in high fraud categories from new-ish sellers with low feedback and iffy DSRs. Most likely not antique china, post cards, or yarn.

Sellers will be required to take paypal within six months or so, if not before. As a buyer, I can't say that this upsets me since I won't pay for anything without a credit card any more. Yes, I too got burned with a check payment (a risk I took with open eyes and not the end of the world, but still annoying).

And without sellers rating buyer with negatives - how in heavens name can a seller protect themselves. I have always taken paypal but at my option. If I felt in the least uneasy - well I just wouldn't do it. I'd rather lose a sale than lose the item, shipping cost and the money.
If ebay forces us to take paypal regardless - then they will be minus one more seller - me.

Does the 100 feedbacks only mean 100 for the past 12 months or will it include all those acquired in past years?

Sounds like a clever way for ebay to make money. Think of all the interest they could make on keeping payments for 21 days on thousands (maybe millions) of transactions they suspect...

Paypal will periodically order credit report on some sellers,there is one case posted here last year of a man who used to have a store or still have a store,he was selling on Ebay and Paypal locked up his account.
Some retail stores will run charges through their machines and then withdrew the fund deposited to their bank account.
When their credit card processor found out there were something wrong with these transactions,either there are disputes or they are from fraudulent cards,they cannot dip into their bank account to reverse the charge as the bank account is closed.
These retailers go from one merchant account to another and finally cant find any bank to serve them,then they come to Ebay and Paypal.

How will that work? I'm not going to refund anything if my funds are frozen, so I won't get a postive. What the heck?

Paypal may not release fund to the seller for 21 days but it may not stop seller from hitting the refund button to return the payment to the buyer during the 21 days period.

Then this seller is going to delay the release of the item until funds have cleared. How stupid is that policy?
