If I made an online purchase (non-auction) using my PP debit card and I did not receive the merchandise how do I go about doing a chargeback to recover my money?

I recommend calling the number on the back of the debit card.

do it fast so paypal can freeze your seller account while there is still fund in his account

Think about it.

You can't use the debit card as a source of funding into a PayPal account. It stands to reason the vendor in this case had to be accepting MasterCard via some other method.
