I live in Louisiana and just read where the state is stopping PayPal from operating in Louisiana. I just opened up an account with them and received about $300 from an Ebay auction and then, when I went to transfer it to my bank account, I found that my account was locked. Could this be the problem? Any information would be appreciated.

Wow. If this is the reason for your account being restricted or locked, wouldn't it have been nice for them to let you know that when you were signing up? Unbelievable!

I don't think that is the reason, since they would have to let you have your money back. I also read that they aren't being forced to stop yet, they are in the process of getting a money transfer license. We'll see what Damon has to say...

True, they were never forced to stop operating in Louisiana. PayPal has already been issued the needed license back in March.
Last month, Louisiana, which updated its money transmitter law last fall, asked PayPal to stop offering its service to the state's residents. The state later withdrew the request, and PayPal received a money transmitter license from Louisiana this week. CNET Article

I don't think the limits are the problem. The limit for new accounts is $500 and that is the first $300 that I have tried to get. I have had the account for about 45 days.
Besides, I did "add or confirm a bank account" so I shouldn't have a restriction anyway, right?
