Today I received an authentic looking e-mail from "PayPal Team" stating that an address has been added to my account and if this were not legitimate I should go to a link which was provided BUT when accessed, came
up Temporarily Disaled. I've notified PayPal that I've NOT added an address to my account. ANYBODY ELSE HAVE THIS HAPPEN?

This happens to me at least 10 times a day. It is just another attempt at "phishing" by con artists to get your personal information. If using a email link one way to test it is by trying to log in using INCORRECT information. The fraudulent sites will "log" you in and then ask for more finanacial info EVEN THOUGH you've used a incorrect user name and password.
My advice is to NEVER log into your PayPal account through an email link. Only log in by going to their site through your browser. That way you will never have to worry about fraud.

PS This also happens with all sorts of financial insitutions and eBay.
