Yes, you can get one at the local radio shack marketed under the brand name Stereo Death Ray.
They keep them in the back (not on display) so just ask the clerk for the Stereo Death Ray.

What you are looking for is an EMP device. Set off a small nuke under his house and the resulting electro magnetic pulse will disable their electronics.
Several other options Maggie.
1) Sneak through the woods and trip their main curcuit breaker to the off position. No electricity, no music. (I did that once in an apartment complex I lived in, it took the other guy 3 days to figure out what was wrong.)
2) Tell them youve invited craw over to party with them.
3) Go to a pay phone and call them. Dont identify yourself. Ask to speak to Osama & say the dirty bomb is ready to detonate and the biological agent is ready to spread. NSA will pickup the conservation & raid the place.

I hate that sound!! We have neighbors who do the same thing in the summer. I swear they live three streets away and all I can hear is the base. Calling the police is useless. It's a minor ticket. Not worth their time. What we've been known to do (with the blessings of other neighbors, of course) is blare our music bright and early on a Sunday morning when we know the folks are in bed with hangovers. This works very well with our neighbors across the street who blare Salsa music at 1:00 a.m. We turn around and blare the opposite on a Sunday morning - Country music. We simply give the other neighbors a heads up before we do it.
I do like Bear's suggestions, though. Tripping the breaker is a good one! Actually, the quietest this neighborhood has been was during the blackout we had a couple of years ago! I loved it.
