eCommerce Bytes has a great article about the eBay myth regarding free shipping.
"Debunking the eBay Myth of Free Shipping"
"If free shipping is the industry standard, as eBay states, then 21 of the top 25 ecommerce retailers have not gotten the memo. EcommerceBytes took a look at the top 25 retailers on Internet Retailer's Top 500 Guide and found that only Newegg, Costco and LL Bean offer unconditional free shipping (Netflix is not applicable to this discussion)."

The auctionbytes list does not list several of the online retailers I use that offer free shipping. Perhaps they r not the top 25.
Zappos offers free shipping in both directions. & free 1 day shipping if u r a VIP, which they offer quite easily.
Every time I have ordered thru Home Depot, I have gotten free shipping. Maybe I hit a minimum.
I am no longer offering free shipping because with the new rules it is no longer an incentive.

I don't know if free shipping works or not but I just changed one ID to FS, 14 Day returns and one day shipping. I have had a few sales since - so time will tell.

Currently, I have twelve items at eBay. Eleven of them are Charity Seal Catalogs on CDs. They are all marked "Software is Non-Returnable, and Non-Refundable."
Until earlier today, they were listed with "free shipping" for the past few weeks - no sales. So, back they go to regular price plus shipping.
I guess it all depends on your items, and the listed price.
