with what the hell is going on before i dispute the charge and get you kicked off paypal

After end of auction (no response day1), invoice sent(no response day3),payment reminder(no responseday5),npb warning(no responseday7),unpaid strike(day14), you THEN sent payment. Payment was received AFTER npb was filed & item was already relisted/sold/paid for & shipped to the PAYING winner. I had no idea that you paid as this auction was voided for lack of payment.

I'm with Fluff on this one. You need to give a bit more time to allow a person to pay. Not that this guy is or isn't a deadbeat, but your time frame is way too short.

Stone why do you think Zoomin was jumping the gun? If I don't hear diddle from a low feedback buyer in 7 days I file an NPB too. I don't have any desire to deal with someone who is too lazy to send me an email and at least let me know that they intend to pay.
It sounds to me like Zoomin waited 14 days to relist.
Zoomin, love the reply but I agree with Fluffy. That line did not make sense unless you recieved payment after the dispute was closed.

Sorry about the confusion!
There are a few 'roundabout ways' to pay through paypal that end up in my spam folder ~ the e-mails look different as well as the payment info.
The paypal notification went to spam.
After the npb was completed and fvf refunded, I took it off of my sold items list and put it in my void auctions (paid fees, no funds received) ~ my term was 'voided it', should've stated that better!
My auction state that payment is due within 5 days.
On any bidders with questionable feedback, I typically overcommunicate attempts for payment ~ the invoice, follow up reminder, then npb on day seven.
If it is an item I know will sell NOW, I relist immediately as this deadbeat already took so long the sco typically no longer has an eager underbidder.
Item resold with a buyitnow at a higher price, immediate payment.
Tired of deadbeats and flakes who make ME the bad guy!
Every unpaid strike I've filed has been well deserved.

oh, I also forgot another 'suspicious' part ~ rather than respond to any of the invoices or npb filings, the bidder left me pos feedback for the item they never paid for or received. Left feedback for a dozen or so auctions at the same time, many that it was too soon to have been received.
Not to be exceedingly paranoid BUT that typically transalates to this 'newbie' being a reincarnate that has been around the block with another id ~ trying avoid/bury negs and have automatic pos fb reciprocated.
Also why I 'voided' the auction and moved on so quickly ~ didn't want to erroneously leave fb.
Ironic part:
I lost the pos fb they left me when I finished filing for fees!

Just curious - it's the buyer's fault that payment notification went to YOUR spam folder? What "roundabout" paypal payment did he use? When was this payment made? Didn't the listing show the item "paid through PayPal"? Sounds to me like you weren't happy with the final price and wanted to cancel the transaction from the get-go. I hope you have refunded the payment. This guy smacks of "newby" - instead of overcommunicating threats and NPB's, maybe your first communication should be an offer to help walk him through ebay payments and answer any questions he might have.

I have noticed more slow pays than usual. I think it is due to intermitten problems with Checkout and PayPal.
I sell in a category that typically does not have NPB's but this year I am averaging 2 to 3 a month.
Had a buyer yesterday contact me because when they tried to pay their ebay page showed the order had already been paid for. It did not show as paid on my eBay or PayPal. I finally had to walk them through the PayPal "items won" section to get the payment processed.
When I send a payment reminder I ask if they are having trouble using checkout.
Here is the unpaid item reminder I send -

We hope everything is well with you. Have you forgotten about us? We have not received your payment for this item.

OK. Your original post makes much more sense to me now.
Just a word of advice, though: You can't rely on getting email notification of PayPal payments, which is why you should also check your PP account at least once a day to see what else has arrived or what action PayPal has taken that they *didn't* notify you about by email.
I think of it as 3 ways to keep abreast of PayPal: The paid link in your ended auction, going to PayPal directly to scan your in-box, and checking email. Lately some of the auction links have been saying "Payment is pending through PayPal" which makes it sound as if the payment was an eCheck, when it reality it was an instant payment.

The above is very true...
If I have outstanding payments due, I log into PP 3X/day, because a number of times, I've received PAYMENT, but have NOT received NOTICE from PP...
Secondly, I allow folks great leeway on amount of time to pay me, JUST AS LONG AS THEY CONTACT ME!
If I hear NADA during that first 7 days, it's a good bet that I'm NOT going to receive payment...

As far as the price being not what I wanted, I list all of my items with no reserve and as satisfied if I only get one bid ~ I do the buyitnow option as there as some buyers who prefer the immediate gratification rather than waiting for an auction to end.
Payment was made 19 days after the auction ended, which is why it went unnoticed in my spam folder.
All of my items had been paid and auctions shut down for several days. The were no pending items of receivable under this selling id. Although I typically check my spam folder daily, it went a few days unnoticed. His fault it went to my spam folder? No. But he agreed to the auction terms of payment in five days, not two weeks and five days.
It was not checked off in my 'my ebay' since I had already deleted it ~ no reason to keep it in there when npb had been completed and item relisted and sold, especially when I figured this guy was flaking since he left positive feedback for an item he had never paid for or received!
I should refund his $$?
Maybe after I earn enough interest to cover the listing fees????????
This 'newbie' has completed at least 36 auctions under THIS id that I am aware of (36 comments), at least four of which were as a seller. Didn't feel it was someone who needed a hand to hold, more like an overactive bidder with buyers remorse.
He had more than enough opportunity to 'ask questions' and be walked through the procedure but NEVER responded to anything, including invoices with links to paypal.

Several glitches with paypal over the last few months~ I had two payments showing as pending in my eBaY that has no reason to 'pend' when checking on them in paypal (as fluffy mentioned) ~ not sure if those were the 'roundabout' payment methods ~ the payment notification looked normal.
I will find one of those funky notices in my old mail folder and post it ~ maybe someone here can tell why it looks different???

cant seem to copy the header of the 'funky roundabout payment' but it looks like a spoof or phishing type of mail because...
***title line was 'jeans'*** (yes, it was for a pair of jeans) and

It also ***did NOT come to the address affiliated with the seller account*** but to another e-mail address that I have on file with paypal.

Zoomin - I think those kinds of payments come when the buyer signs in to PayPal and clicks the "Send Money" tab and then doesn't indicate that it is for an ebay auction item. (signs of a newbie). The item would not show "Paid" in "My EBay" that way.
Yes you should refund his payment. You have no moral right to keep $33 to cover your listing fees. You got your FVF refund from ebay (or are you going to report the item paid to ebay and remove the strike?) You said you got more when you resold the item the second time - consider that paying your listing fees.

I would have just responded to the buyer:
"Sorry, I didn't catch your paypal payment, but you had sent it to an email address I do not use, so I didn't get the payment notification. I had relisted, and have already mailed it to another bidder. I will refund your payment ASAP"

I really don't understand why you would invite a PayPal claim into your life. Don't you have enough on your plate?
Any interest you gain to cover fees will be wiped out if the buyer files a claim. They will rule in her favor , as you have no proof of a refund or shipment, and you will lose an additional ten dollars.

another flag:
Name on paypal payment and name on paypal ship to were both male and completely different.
E-mail address listed with eBaY different from e-mail paypal pmt came from.
If I could run a search by e-mail addresses (which eBaY no longer allows), I am pretty sure that I would find the paypal e-mail address to be affiliated with a NARU id or an id with significant negative feedback.
This was NOT a newbie.
They KNEW the implications of the strike as well as the paypal dispute terminology.
I have no problem with bidders who reincarnate themselves after learning from their mistakes but this one apparently did not learn.
and that leaving pos feedback?

Regardless of the ebay fees you have incurred, you need to refund the payment. Not doing so may give you a strike for Seller Non-Performance.

I just got a money order on a DVD today after a month but the guy contacted me several times, so I just waited. He was a powerseller and I think the payment was lost in the mail but at least he can have it traced and get his money back on the first money order. I really have had very few NPB's lately.

I went refund the paypal payment and got this on the paypal screen:
You cannot refund this payment because the recipient is currently unable to receive money.
Yes, the npb has become NARU but his paypal acct is blocked????
never saw that.
Maybe he flaked on a sale so his acct is blocked but wouldn't paypal still let the money in?

May have been a stolen account and they didn't cover their 2 different names and ebay and Paypal got wind of it and if he spent over 4000$ that is a flag and he may have been threatening others too and got reported. Make sure you keep the reciept of the attempted return of the money in case they straighten his account out and he files a claim against you at least maybe you won't loose another $10.00 when he wins. Then again maybe PP will up and take the money out of your account if they are getting screwed around by this guy and all sorts of possiblilties show they -PP- will catch up with that money sooner or later.
