Ebay has contacted most all top sellers about Nike and Adidas products. They are now scanning all products listed by sellers and delaying auction starts for 10 hours. Also new sellers of the product will need to meet requirements such as feedback level,paypal verification, proof of purchase/ownership of product and will be limited to how many items they can list.

Is any of this happening with other brand names ?

eBay has rolled out a major new initiative to fight the problem of counterfeit goods and will begin scrutinizing all sellers who list items that are particularly susceptible to counterfeiting. eBay already prohibits the sale of counterfeits on its site and has a VeRO program for rights-holders to report violations. But companies such as Louis Vuitton and Christian Dior Couture have filed lawsuits against eBay claiming it is not doing enough to fight the problem (http://www.auctionbytes.com/cab/abn/y06/m09/i22/s03).

The new initiative was announced to some sellers by phone on Tuesday, and eBay said sellers need to adapt to four "safeguards" that make up the new program. The initiative only applies to items particularly susceptible to counterfeiting. eBay will not provide sellers with a list of those items, however, stating those items often change, and that providing such a list publicly would help counterfeiters.

The four safeguards of the program are as follows:

1) Sellers who list items that appear on eBay's list of items particularly susceptible to counterfeiting (which we'll herein call eBay's anti-counterfeiting list) must become PayPal verified. However, those sellers are not required to offer PayPal as a payment option in their listings.

2) eBay will conduct manual "seller reviews" for sellers who list items on its anti-counterfeiting list. eBay will not authenticate items, but will use various information to determine if sellers will be permitted to sell such items. eBay would not get specific about exactly what criteria they would consider during the review process, but said it would consider "a variety of factors."

3) eBay will ban 1-day and 3-day auctions of all items on its anti-counterfeiting list to give eBay members and rights-holders enough time to review items.

4) eBay will restrict cross-border trade on items on its anti-counterfeiting list. Sellers in the U.S., Germany and UK may ship such items worldwide except to Hong Kong and China. Sellers in English-speaking countries can trade such items freely with each other. But sellers in China and Hong Kong may not list these items on their local sites or on any other eBay site.

ChannelAdvisor President and CEO Scot Wingo, who broke the news on his eBay Strategies blog on Tuesday, said he loves the new initiative but is concerned with any changes made during the busy fourth quarter, even positive ones. "My take is they've dipped toe in water with other efforts, seen positive results, and now are going deeper."

eBay Senior Director of Seller Development Todd Lutwak said the move was "not a holiday initiative." When asked if it was in reaction to litigation, eBay spokesperson Catherine England said the move was designed to ensure a good buying and selling experience on eBay that would bring long term value to the marketplace.

Lutwak explained that after a seller lists more than a certain number of items on the list, the system would set off an automatic trigger requiring a manual review of the seller. "If you've sold these items in the past, your account may have already been reviewed," but if sellers alter what they are selling, they may be subject to another review. He said eBay is looking to make the review process a quick one. When asked what turnaround time he was striving for, he would only say a "very reasonable" one.

eBay does not inform sellers whether or not their accounts have been reviewed. A combination of staff on the Seller Development and Trust and Safety teams on eBay will be conducting the reviews. Lutwak and England would not say how many staff are devoted to conducting the reviews, but England said Trust and Safety has more than 2,000 employees globally in a variety of roles.

Lutwak encouraged sellers to be proactive. Just as they would notify a credit card company ahead of time if there would be significant changes in account activity, he recommended eBay sellers be proactive and communicate selling changes to eBay so they don't hit triggers, including triggers designed to spot account takeovers. These are "best practices" that eBay encourages sellers to follow, he said.

Sellers of items that are particularly susceptible to counterfeiting will want to become PayPal verified, and also change the ship to location on listings to uncheck China and Hong Kong, Lutwak said.

England said this week's anti-counterfeiting initiative is one of a couple of initiatives coming in the next couple of months to provide a safe and trusted marketplace for buyers and sellers.

I've been selling golf shirts on ebay for 7 years now with out a problem. Over 18,000 shirts so far this year. Now they want to limit my listings and hide my new listings for nearly a day ?

I asked for a refund for my seven days auctions which have been turned into six days ones and here is there answer to that.

I can see not allowing HK and China sellers selling certain items ,but why not allow sellers shipping to HK and China??

I'm sorry... but I have a BIG problem with their number one requirement of being Paypal verified. I have made a sound business decision NOT to accept Paypal. I does not fit my business model, and I have certainly not suffered any significant loss of sales. I do not have a Paypal account for my registered eBay email address. Nor do I want one! However, according to this... I would HAVE to have a Paypal account AND be verified just to be able to list items on eBay! The problem is... once you have Paypal... even if you don't list it on your auction payment terms, people will still try to send you payments. If you have an account, they'll automatically go through. I have at least 1 person a week try that.

If they're doing the validation simply to verify an accurate address on file... then my credit card on file to pay my eBay fees should suffice. Just another way they're trying to push Paypal to have an unfair advantage in payment systems. It's way past time for Paypal to start being regulated by some sort of oversight agency.

They cannot verify your ID with credit card,they can only confirm your billing address with credit card.
Paypal verified will verify your name on your bank account,thats how they can tell it is you.
Ebay is getting to be very good.think of it,when you go to a bank and open an account,they see you face to face,they ask for two id,one with photo and they know where you live and the banking activities you conduct.

To verify a PP account you have to have a bank account to verify it. This is a double check to verify that your credit card does indeed match up with your Checking acocount I think. I have had mine verified since getting a PP account. I just wish everyone would verify theirs especially the buyers. LOL yeah right! like they require buyers to verify anything.

you can't send some products to China or HK especially the ones that are so called restricted in listings due to counterfit cause they get the real deal off ebay then have their business do knockoffs of the real thing. That is why shipping to them is restricted on such items.

Nice of them to not tell us what is restricted huh?

Wonder if that applies to just one item that is in fantastic condition but used. Are we restricted selling a once worn pair of Nike's that are considered used? I know people sell vintage Nike's and get fantastic money when they are in terriffic condition. Just curious..

If the HK or Chinese want to reproduce ,all they have to do is to go to any website which sell Nike or Chanel etc or ask their agent to get one and ship to them.

I see your point... but I still don't think I should be required to have a Paypal account to sell on eBay. No reason why they couldn't integrate bank account verification into the actual eBay seller registration.

I see your point, Vintage and agree with it. If this policy affected my abiliity to sell on eBay, I would probably bite the bullet, get PayPal verified. That doesn't mean you have to accept PayPal payments or pay eBay via PayPal.

I would think a bank account linked to Paypal is more accurate and current,as most people will be transferring fund to their bank account,as with Ebay registration,it is a one time deal,you could close the account after you register with Ebay.
It seems Ebay is shutting the door slowly and gradually to people of limited means (say no credit card,no bank account,no verifiable address) and worse with no inventory!

I must have been asleep at the wheel last night... I woke up this morning and remembered that eBay already HAS an ID verification system in place:

If it's good enough for bidding over $15,000 and bidding on live auctions (to name a few) it ought to be good enough to verify an ID to protect against counterfeits.

There is no good reason to require Paypal verification when other steps are in place.

Paypal can deposit fund in your account and you can verify these deposits on their site,Ebay is not set up to do so.
Ebay does whatever is convenient for them,why program such feature into Ebay registration system when they can do it at Paypal.
Programmers are expensive.
