Actually, I'm not complaining that he charges $6.99 to ship a CD. I should have been more clear.
The point of UPS Mail Innovations is to save shippers money by accepting "qualified" mail and inserting it near the end of the mail stream.
In other words, UPS doesn't just drop your mail off at your local post office. It sounds like they transport it part of the way themselves.
So it seems odd that a seller who uses Mail Innovations not only charges much more than the average CD seller to ship, but says it can take much longer for your CD to arrive than it would if shipped by ordinary First Class Mail. That got my attention.
What UPS says is:
We are able to obtain better postal rates for customers, while providing transit times that are comparable to First-Class Mail® through our utilization of the United States Postal Service® (USPS®) work share programs.
Obviously one has to do some sort of large volume to qualify for Mail Innovations, but apparently there are eBay sellers who do.

My general rule of thumb is if it is 3 lbs or higher, it ships UPS. But I will compare the prices online between USPS and UPS for packages that fall in the 2-4 pound range.
