I posted a "Buy It Now," auction, and a newbie won it. That was fine, I do deal with Newbies, but this newbie is in France and we do not ship internationally. That is clearly marked on our auctions.
I then received a message from the buyer in French. I went to a free translation center to be able to read it.
I responded via eBay, IN FRENCH, that we do not ship internationally, and that I would have to cancel her buy. I thanked her, and told her how to tell if a buyer sells internationally.
THEN THIS MORNING I get this from eBay:

The buyer, mattyouz2005 has told us that they would still like to complete the transaction with you for eBay item #6613424841, 1FT MAGIC SPELL GENIE ALADDIN LAMP GOTHIC CELTIC + RING, or that the transaction has already been completed.
As a result, you will not receive a Final Value Fee credit for this transaction.

There was no place for me to respond to the above notice and explain the issue.
I searched high and low for a place to write eBay and explain the issue again, and that we do not ship internationally.
Where can I contact eBay regarding this issue??
Obviously, the buyer does not understand, AND eBay is not aware enough to see the issue is shipping outside the USA.

If you file for a FVF refund, one of the options is that you don't ship out of USA or something like that. Did you file yet?
1) SELLERS can now BLOCK buyers from countries they DON'T SELL TO:
GOTO: My Account >> Preferences >> Buyer Requirements >> Block Buyers who: >> Are registered in countries to which I don't ship
If you had done this ahead of time, yer Froggy would have been BLOCKED from buying (just as long as your listing was set to "USA ONLY" on the SYI form)
2) When you file for UNPAID ITEM, you should have waited 8 days. WAIT until 8 days goes by & see if you can re-file it???

An important lesson to remember.
NEVER file an unpaid item dispute as "Mutual Agreement" until you have clearly explained the process to the buyer and confirmed that they understand it and agree.

JW, I see a lot of references to "if you live in the US" but no references to "No International sales.
You page is so large and full of extraneous text that I can see where an international bidder would not understand that you do not ship international. A simple sentence could help fix that problem. "Sorry, We do not ship International".
BTW, love the lamp but I know have a headache from all of the noise and flashing lights, so I will go back to minding my own business.
I agree that the listing reminds me of a bad batch of acid in the late 60's, but an international bidder need only go to the "Ships to:" line to see that it is US only. It's right where the business part of the listing ends, before the psychedelia begins.
The preferences should be set so that non-US IDs aren't allowed to bid if that's what jwpc really intends.

There is no need to put anything in the text of the description about not shipping internationally. Set your preferences to block bidders in countries that you don't ship to and it's taken care of. You can still allow international bidders on a case by case basis if they email you first and you agree to let them bid.

As a real negative-incentive for foreign bids insert a sentence along the lines of: "International shipping US$500 to all countries outside the USA. No PayPal for international purchases. Cancellation fee for international bids $50..."
Should make them take notice or at least make it into a potential profit center of your eBay business empire.

Not only do you NOT state that you do not ship internationally... you DO give terms for shipping internationally.
Why would you include
We can not be responsible for items delayed by Customs in your country, and or for items which might be confiscated by your Country's Customs Department.
in the auction itself if you do not ship internationally and...

PAYMENT ON FOREIGN SHIPMENTS MUST BE IN THE FORM OF AN INTERNATIONAL MONEY ORDER ONLY.

on your auction terms page if you don't want to ship internationally?
BTW - The 6" tall letters and rainbow variety of text colors. animated gif menagerie, etc are annoying and cheapen your product.

money is money ,why dont you sell to this french bidder if he can comply with your payment term say cash or wire transfer

I did explain the process to the French Lady, and explained it in French. Somewhere along the line, I did not see the choice of "not shipping outside the US," in the FVF refund.
Regarding whether she understood, that would be something I would not know.

The last paragraph in your TOS would make me believe that you sell internationally if I were located in France.
This is copied from your TOS exactly:

So maybe the bidder was confused by this one paragraph. It is always better to block the buyers the way that Tom detailed for you.

And you wonder why JWPC was suspended from Yahoo years ago. Doing the same thing. You clearly wrote in your auction that you do ship internationally. Then you switch after the fact. You should be charged for the auction.

I am glad you could find it and read it. I looked at his auction and my head started spinning. If he states that in his auction then he does sell internationally. He owes the person the item they bought period.
Most normal people when they run across a listing like that they go to the next one and don't even look. Now if I was back in my younger days when I was in my 20's during the seventies I would have looked at that and said "Wow man"
