I started to sell on ebay UK. Everything is going GREAT! But, all of a sudden, my PO is requiring form 2976 for flats for the UK. I know it is mandatory for Canada, but has something changed for the UK for flats? (For those who don't know, a flat is a flat manilla envelope, not a package.)

Form 2976 is required for all items that are merchandise regardless if they are flat or not. Only flats that are basically letters do not require the customs form.

Bizzy - I truly believe that it depends entirely on the clerk.
There have been no changes in the regulations but about a month ago the post office updated the programming on the clerks screens. Now they see a reminder regarding iems that need customs forms when they enter the country code and many think that it is actually a new dictate.
I only use customs forms on my global priority packages (that's a hard and fast requirement) which is only about 20% of my shipments and everything still gets there on time.
What is the average weight of your packages? There is a weight cut-off where no matter what you are shipping, it needs to a have a customs form.

If it's really "common" sense, why do so few people actually have it?

Fenix -- It's weird because this particular postal clerk has always accepted the flats before without the form 2976. The only time I have had to use for 2976 is when I ship to Canada as their requirements have gotten tougher.
The average weight for each envelope is 3-5 oz. and they measure 9" x 12".
