Is there a way to make the offer on a Dutch Auction? I know it pops up on a regular closed auction, but I've looked and probably missed where it is with a dutch auction.

If it is a second chance offer it has to come from the seller. It is the bid that you made for that auction so If the seller will take that bid and they have another item then they can do a second offer.

Why should a seller send a Second Chance Offer?
A seller might make a Second Chance Offer if their auction's winning bidder failed to complete the sale. The Second Chance Offer feature also allows sellers to offer a duplicate item to one of their non-winning bidders, while at the same time completing the sale with the winning bidder. Please note, however, that it's not possible to make Second Chance Offers in a Multiple Item Auction (Dutch Auction.)

This is why I write down all of the e-mail addresses of all bidders before an auction closes. So I can send them end chance offers after the auction closes.
