Check out this auction # S/H 2824866969. I checked all the other auctions they have on and they read the same. Is this considered fee avoidence?

Based on what the final price will likkely be, I don't think so. I just see it as high. If I were to bid I would definately email first to make sure that at the very least, that $25.00 includes insurance

$25 is far too high to ship a handbag. I'd pass this one up in a hurry. I don't think it's fee avoidence, but this person may have a hell of a time justifying $25 to ship.
