hello, I bought an item from a seller with a high rating. I was dissatisfied and returned it to him with his permission.

Never heard from the guy again; no answers to emails, or phone calls.

How can I file a dispute with paypal on this? thanks.

unless you have purchased paypal insurance for item not as described or lost or damaged,paypal has no policy in refund and returns.it is a payment service not a court or mediation system.
if you used your credit card via paypal,then you can file chargeback via your cc issuer ,provided you have proof you returned the item.

Check the new policy but I believe that if you returned the product with Delivery Confirmation you can get a refund from PayPal.

may be,what if the buyer returns a box of rocks??
may be paypal will eat it if seller wont refund??

Using Paypal succesfully depends more and more on people being honest. A few buyers are telling Paypal they were defrauded (from what I read in other threads here) and have requested refunds and received them. Even when they kept the item. Even 6 months later in a few cases when they spot a spouse's old charges on a cc bill that they don't recognize.

If they refund it, Paypal never eats it. Read here - Paypal is owned Ebay. They don't care if you got your stuff or not. they just care about keeping Paypal and sellers honest enough so customers trust the service enough to keep using it.

Paypal can yank the refund funds out of the seller's Paypal account, and if necessary their bank account or credit card without contacting them first. All the buyer has to do, it seems, is to to scream "fraud". Even if the seller has not been active, Paypal still has the original authorization the seller gave them.

Maybe the seller died? Dunno. How many times and over how long a period have been emailing him? If you just sent it back, and are waiting for a response, email him at least 3 times over the next week.

If that gets no results, I'd contact Paypal with the exact truth. If that doesn't work, contact your cc company.

PayPal recommends using online-trackable shipping services when returning not-as-described goods to sellers, but, as before, PayPal does not cover not-as-described goods under the terms of the Buyer Complaint Policy.
