I have this aqua blue horned shaped ceramic dish that I cannot identify. It has a print that says "Made In Italy". The sticker which is peeled back says, "IN PIU' Catania"

I would like to get some information on the maker, the possible value, and the age if possible.

Here are the links to the photos. The second photo has the signature which I cannot read. It is not up for auction currently.
