There's a BIN item I would like to get with a price of 31.00. TOS states items are shipped FedEx which I know includes insurance for up to 100.00 value in its shipping price. The shipping is a flat 15.00 which I can agree with, but he states a flat fee of 8.00 additional for insurance. I want the thing but hesitate with this gut feeling of being overcharged. If it said handling fee I wouldn't hesitate. I know it's hard work to pack and haul off to ship, but insurance is a different story. Opinions?

Right the seller a note. It could be a mistake, or they may just be unaware of FEDEX Ins. and costs.

he might mean if you want MORE insurance it might be $8.00 although I dont know why anyone would want more insurance on a $31.00
item-if thats what he did mean,he worded it wrong

I'd email the seller and ask.... mentioning that the insurance is already included in the shipping rate.
If I didn't agree with, or like, the answer...then I wouldn't bid.

Email this seller to break down all of the costs or to at least clarify what the costs are. I must admit that those figures on the surface don't make much sense.

"just tell them to ship it fedex the insurance is included no need to say anything else"
this is the kind of poor communication that causes a lot of problems. We have a listing that is unclear, and concerns a significant amount of money ($8 extra is a lot for a $31 item), so buyers who go ahead and bid knowing there is uncertainty are just setting themselves up for problems. You can't just "tell" a seller what to do - most sellers will "tell" you something in return (usually something unpleasant).
If you want the item enough, ask the seller to clarify, should be about a 30 second email on both sides. If they dont answer, that's a good sign to stay away from them. $8 for insurance ON TOP OF $15 shipping sounds like either a mistake or the seller is intentionally using it to build in extra profit (and thus is unlikely to want to ignore it).

Update: I emailed the seller with 2 questions to clarify before bidding. Got my answer to one of the questions this morning which was size related...the question about 8.00 insurance charge on a FedEx ship amount of 31.00 was not answered. Seller just reminded me that shipping related info was clearly stated in the auction. OK and Guess what...I'm not bidding. Like I said before, if a seller needs to charge a handling fee that's understandable, but not bogus insurance charges. I'll be patient and find another. Seller is not off to a great start with a 8 feedbacks including 1 neg already.

More and more sellers are using the s/h to pay eBay and other auction fees and keep the opening bids on their items lower. For example, I see many jewelry auctions for 3 rings with the s/h of $4.95 ot even $6.50. ( with no mention of Priority Mail ) The same items could be sent insured First Class Mail for $2 or less.
I try to see what the total s/h costs are and bid accordingly. If I can not see the s/h costs I am greatly inclined to skip that auction.

Since I can be "witchy", I'd have to email him again and point out that the shipping related "info" is NOT so clear and that's why you were asking before bidding!
Then, I'd just have to ask what exactly the $8.00 "insurance" charge was for since FX postage INCLUDES insurance up to $100 automatically without an additional charge.
