I can't use the credit card if I just create another account, how can I delete this account and starts a new one?

This can also be done by going to the site map at the top of any ebay page and then scroll down to Privacy Policy:
Upon your request, we will deactivate your account, contact information, and financial information from our active databases. To make this request, email [email protected]. Such information will be deactivated as soon as reasonably possible in accordance with our deactivation policy and applicable law.
